Page -3- June 16, 1976 <br />There was a suggestion of screening on the North side of the lot and the <br />parking area be blacktopped. Mr. Mobley said the screening is right and <br />felt this would be done, but, he felt thbt a square of blacktopping in the <br />middle of the yard would be out of place. <br />Mr. Karth asked how many cars there were in the family and Mr. Landers <br />said, counting the pickup there are five. <br />Mr. Nadeau asked if there was a proposal for additional construction and <br />Mr. Landers said, No. <br />There was discussion on the method of screening with some suggestions of <br />fencing and some shrubs. It was felt the shrubs would be better than the <br />fence. <br />Mr. Nadeau moved to recommend approval of this special use permit with <br />a screening of trees or shrubs along Elm Street, with Mr. Landers to ob- <br />tain at least one more signature on the petition. Seconded by Mr. Shearen. <br />Motion carried with Mr. Hill voting, No. <br />Mr. Mobley presented the Planning and Zoning Board with recommendations <br />that he would ask the Board to condone his enforcing. These points are <br />alt part of the State Building Code which the City has adopted by refer- <br />ence. The first is the building fee schedule which is nowin use; second - <br />Plan checking fees (Mr. Shearen said the building code has been adopted, <br />all iMr. Mobley has to do is enforce the law), third - re -inspection fees - <br />same thing; fourth - occupancy certificate - the Board agreed. Mr. Keiling <br />asked about someone building their own home and wants to move in before <br />entirely completed. Mr. Mobley said a temporary occupancy certificate could <br />be granted. They must make application for the temporary occupancy and <br />wilt be given nine months to complete the dwelling. <br />Mr. Mobley volunteered to police the usary portion of the law. He will <br />enforce this provision in the building codes. He is also starting to police <br />the septic systems. <br />Mr. Nadeau &sked about the Plan checking fee. This amounts to the build- <br />ing fee. Mr. Shearen asked Mr. Edmundson, a contractor in the audience, <br />if he ran into this provision. Mr. Edmundson said the contractor is res- <br />ponsible for bringing the complete plan with the 'R' factor. <br />Mr. Keliing moved to give the Building Inspector a vote of confidence and <br />adopt by reference the portion of the State Building Code Mr. Mobley is <br />concerned about. <br />Mr. Shearen felt the reinspection fee is fine but felt the Plan checking <br />fee was out of line. Mr. Mobley reminded Mr. Shearen, the Building Insp- <br />ector is responsible for the Plans meeting the State Building Code in both <br />construction and the 'R' factor. <br />Mr. Gotwald said in most cases the Building Inspector charges the Plan <br />inspection fee but if the Plans are complete the cost can be reimbursed <br />for the 'R' factor. <br />Mr. Nadeau felt the Plan checking fee is good. He felt the Building In- <br />spector was responsible for this to the people and the City. If this is <br />
