JUNE 18, 1975 <br />-2- <br />contact the Rice Creek Watershed District and the proposed drive would <br />Cross County Ditch 22 and requires a culvert. Mr. Chollett has agreed <br />to contact the Watershed District. <br />The Planner also has stated that the new on-site sewage disposal system <br />must be appropriately constructed to avoid potential problems associated <br />with high ground water table conditions and meet established standards of <br />both the City and the Anoka County Health Department. <br />The Engineer made the following recommendations: 1) home be setback at least <br />60' from west and south property lines, 2) driveway be constructed for saf <br />use of emergency equipment, snow remocal and good drainage. It should be <br />al least 12' wide and the surface aggregate should be granular, 3) The culvert <br />should be a minimum of 24" x 20' and the existing culvert is to be removed. <br />Mr. Chollett has agreed to abide by the decisions made by the Planner and <br />the Engineer and on that basis Mr. Shearan moved to recommend to the Council <br />that this variance be granted with the understanding that all conditions <br />set forth by the Planner and the Engineer be followed. Motion was seconded <br />by Mr. Gourley. Motion carried. <br />The next item for discussion was a Special Use Permit Request from Al <br />LaMotte of 6510 - 12th Avenue. Mr. LaMotte wants to dismantle and haul <br />junk vehicles and scrap iron. His parents, Mr. and Mrs. Elmer LaMotte, <br />who the property. <br />Mr. Karth asked Mr. LaMotte if this would be a full time operation and <br />how much land is at the location. <br />Mr. LaMotte stated that it will be parttime and that there are 49 <br />acres of land. He said that the scrap will be on the rear of the <br />yard and will not be visible from the street. The nearest neighbors <br />are 500 to 1,000' away. <br />Mr. Shearan asked if he intends to stock -pile the scrap. Mr LaMotte, <br />said no he will be moving it out on a regular basis. <br />Mr. Kelling stated that this Board is concerned about the neatness of <br />this operation and asked if Mr. LaMotte would be willing to accept a <br />restriction of a maximum of 6 vehicles at any one time. <br />Mr. LaMotte agreed to this restriction and said that he will keep <br />the area tidy. <br />Mr. LaMotte stated that he and his older brothers had been engaging <br />in this business for the past 15 years or so with no complaints. <br />Mr. Kelling moved to recommend to the Council that this Special Use <br />Permit be granted with the limit of no more than six junk vehicles <br />at any one time, an annual review of this permit will be required. <br />Mr. Shearan seconded the motion. Motion carried. <br />
