(3) <br />Mr. Shearen moved to recommend a temporary permit to park a house within the City <br />upon compliance with the Ordinance, approval of the Building Inspector and Building <br />to moved within 10 days after road restrictions are lifted. Seconded by Mr. <br />Kelling. Motion carried. <br />Mr. Karth reported that he had had a call from a Mr. Pat O'Mara who is interested <br />in buying a 5 acre piece of land on West Rondeau Lake Drive for the purpose of <br />operating a dog kennel. This is part of the land that Hr. Herr is dividing. Mr. <br />Locher read from the Ordinance governing dog kennels and they must be located <br />within a commercial zone, and the owner must obtain a special use permit. <br />Mr. Starr went through the nine points that were discussed at the Metropolitan <br />Council in conjunction with the Municipal Comprehensive Land Use Plan. <br />The next step in the procedure is for the Planning and Zoning Board to hold a <br />Public Hearing, make any major revisions brought out at the Public Hearing, adopt <br />and transmit to the Council as approved by the Planning and Zoning Board. This <br />pian then could be adopted or revised by the Council. The Plan must be certified <br />by Resolution and possibly filed with the Registar of Deeds. <br />Mr. Locher said in order to hold a Public Hearing, the notice must be published in <br />the legal newspaper ten days before the hearing. Since this involved more than <br />five acres of land, written notices are not required. <br />This Public Hearing must be held before the Planning and Zoning Board and they <br />would adopt this Plan as a Recommendation to the Council. <br />Mr. Starr said the Board should transmit the plan to the Council with the intent to <br />hold a Public Hearing noted, hold the hearing, make modifications according to the <br />Public, adopt by Resolution, certify, and transmit to the Council. This would be <br />the order in which the steps should be taken according to law. <br />Mr. Kelling moved to transmit to the Council the Comprehensive Land Use Plan as <br />prepared by the Planning and Zoning Board and with the Metropolitan Council <br />recommendations with a recommendation that it be considered at a Public Hearing, as <br />required by Law, on March 13, 1974 at the City Hall at 8:00 P.M. Seconded by Mr. <br />Shearen. Motion carried. <br />The Clerk was instructed to write to all Planning and Zoning Board Members before <br />this Hearing reminding them that this is a very important meeting and it is a must <br />that they attend. <br />Mr. Karth suggested that the Board be thinking about the 75' lots - should that be <br />changed or do they want to leave as is. <br />Mr. Marier felt that all Ordinance dealing with housing and land use should be <br />revised and brought up to todays standards. Mr. Marier said he would go through <br />these ordinances and put it on paper the ones that should be considered. Possibly <br />one or maybe two could be looked at at a meeting. He would try and set up a <br />schedule for this to be done. <br />
