COUNCIL MINUTES March 8, 2010 <br /> APPROVED <br /> 90 3C) Sergeant Promotion in Police Department—Police Chief Pecchia reported that in order to <br /> 1 maintain the appropriate level of five sergeants in the Police Department, a promotional list was <br /> 92 developed, Personnel Decisions Inc. brought in to do a promotion process and a top candidate for the <br /> 93 position identified. Staff is therefore recommending the promotion of Officer Dale Hager to the <br /> 94 position of Police Sergeant effective April 1, 2010. <br /> 95 <br /> 96 A council member noted that the sergeant position was vacated through the city's retirement incentive <br /> 97 program and he is concerned about how filling it now will impact the city's budget. <br /> 98 <br /> 99 Chief Pecchia noted that the position is included in the 2010 budget so it was planned to be filled as <br /> loo of April 1, 2010. He noted that the individual who left the position served as a senior sergeant and <br /> to 1 the salary for new person filling it would be at a lower level so there are savings. <br /> 102 <br /> 103 The mayor noted that he had concern also about filling the position but he has heard from the Police <br /> 104 Chief that the department will not be backfilling the position vacated by the individual moving to <br /> 105 sergeant. Also the department is receiving a substantial amount of grant funding and that is <br /> 106 somewhat tied to personnel levels. <br /> 107 <br /> 108 Chief Pecchia remarked that backfilling the vacant position is a decision that will be made by the <br /> 109 council as it looks at the police department budget as a whole. <br /> 110 <br /> 111 The council was informed that the officer recommended for the sergeant position is the city's canine <br /> 12 officer. A member asked if the canine functions will change in any way as a result of this change. <br /> Nft-113 <br /> 114 Chief Pecchia noted that due to the age of the dog,the function will stay with Officer Hager. The <br /> 115 future canine situation will be a part of future budget discussions also. <br /> 116 <br /> 117 Council Member Gallup moved to approve the sergeant promotion of Officer Dale Hager as <br /> 118 presented. Council Member Rafferty seconded the motion.
