COUNCIL MINUTES March 8, 2010
APPROVED
90 3C) Sergeant Promotion in Police Department—Police Chief Pecchia reported that in order to
1 maintain the appropriate level of five sergeants in the Police Department, a promotional list was
92 developed, Personnel Decisions Inc. brought in to do a promotion process and a top candidate for the
93 position identified. Staff is therefore recommending the promotion of Officer Dale Hager to the
94 position of Police Sergeant effective April 1, 2010.
95
96 A council member noted that the sergeant position was vacated through the city's retirement incentive
97 program and he is concerned about how filling it now will impact the city's budget.
98
99 Chief Pecchia noted that the position is included in the 2010 budget so it was planned to be filled as
loo of April 1, 2010. He noted that the individual who left the position served as a senior sergeant and
to 1 the salary for new person filling it would be at a lower level so there are savings.
102
103 The mayor noted that he had concern also about filling the position but he has heard from the Police
104 Chief that the department will not be backfilling the position vacated by the individual moving to
105 sergeant. Also the department is receiving a substantial amount of grant funding and that is
106 somewhat tied to personnel levels.
107
108 Chief Pecchia remarked that backfilling the vacant position is a decision that will be made by the
109 council as it looks at the police department budget as a whole.
110
111 The council was informed that the officer recommended for the sergeant position is the city's canine
12 officer. A member asked if the canine functions will change in any way as a result of this change.
Nft-113
114 Chief Pecchia noted that due to the age of the dog,the function will stay with Officer Hager. The
115 future canine situation will be a part of future budget discussions also.
116
117 Council Member Gallup moved to approve the sergeant promotion of Officer Dale Hager as
118 presented. Council Member Rafferty seconded the motion. Motion adopted on a unanimous voice
119 vote.
120
121 PUBLIC SAFETY DEPARTMENT REPORT,DAVE PECCHIA
122
123 There was no report from the Public Safety Department.
124
125 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER
126
127 There was no report from the Public Services Department.
128
129 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA
130
131 6A. Zoning Ordinance Amendment: i. Consider Second Reading of Ordinance No. 04-10,
132 Amending Zoning Ordinance Regarding Requirements for Outdoor Dining/Seating in Business
133 Zoning Districts and Golf Course Definition and Uses—City Planner Smyser noted that first reading
134 of this ordinance was approved on February 22 and staff is now requesting approval of second reading
3
