Ms. <br />99 Hankee explained the portion that the city pays, the amounts assessed and the ability for people to <br />100 choose to hook up right away or later. The additional costs would be assessed, with a payment <br />101 period available. Council Member Rafferty recommends that staff give residents as much <br />102 information as possible about their exposure to costs. Mayor Reinert suggested that proposed costs <br />103 could be compared to past proposed costs for this project and he believes they would overall be lower <br />104 cost to the residents. <br />105 <br />106 Mayor Reinert opened the public hearing. <br />107 <br />108 Greg Olson, 6916 West Shadow Lake Drive, longtime resident. He originally purchased a lot and <br />109 had to attend a Planning and Zoning Board meeting at which problems with building were brought <br />110 up. That was 1982 and at that time they were assured that sewer and water was going to be put in. <br />111 Additionally the road is in terrible condition. The numbers are high but he recognizes that the work <br />112 must be done. He thanks the council for moving this forward. <br />113 <br />114 Lynn Francis, 6961 West Shadow Lake Drive, asked about the additional cost to bring the services to <br />115 the home. Ms. Hankee said there will be different situations based on settings; she predicts that the <br />116 cost will be between $5,000 and $10,000. Mayor Reinert remarked that each time this is discussed, <br />117 there can be some sticker shock but later on those numbers continue to go up. <br />118 <br />119 The council asked if the value of the home will reflect the cost of these improvements and several <br />120 residents said they believe so. <br />121 <br />122 Council Member Manthey remarked that he has public water and sewer and has been told by realtors <br />123 that the value is there. <br />124 <br />125 Marg Penn, 7002 West Shadow Lake Drive, asked if there is any chance that the city could have <br />126 residents get work done in aggregate to get better prices and Ms. Hankee said that is possible. <br />127 <br />128 Mike Trehus, 675 Shadow Court. Mr. Trehus remarked that deciding the project is up to the city <br />129 council and the residents of the area. That means that the minority must live with the majority's <br />130 decision. He reviewed costs that he's heard. He noted his research on grinder pumps and sewer <br />131 costs. He noted that he has brought information to share on good septic systems which can be very <br />132 low cost to operate and very reliable. He also provided information on water services. He noted <br />133 that the neighborhood has a big decision to make. He stated that they do not need municipal water <br />134 but he is acceptable to the sewer services. Based on his question, there was also discussion about <br />3 <br />
