Mayor Reinert said he isn't convinced at this point that the <br />136 extension is needed and continues to receive data. <br />137 <br />138 John Bergeson, 6996 West Shadow Lake Drive, spoke in support of extending sewer and water. He <br />139 is thankful for the road improvements and it makes no sense to put the road in without the sewer and <br />140 water. One point that has been missed is that if you have a functioning well and sewer, you don't <br />141 have to hook up to municipal utilities; you can keep the well and septic if they are maintained. He <br />142 feels that hooking up does make a positive difference when it comes time to sell a home. <br />143 <br />144 Charles Puskas, 6994 West Shadow Lake Drive. He thanked Ms. Hankee for working with the <br />145 neighborhood; she has fielded a lot of questions and discussed a lot of concerns. He supports the <br />146 direction this is going and he encourages the council to proceed with the project. <br />147 <br />148 Donnell Hansen, 6710 West Shadow Lake Drive. She has a newer septic system but she respects <br />149 other's needs and desires. She wants to know if people with septic systems will be asked to change. <br />150 Ms. Hankee said that septic systems must be compliant to remain. A building official determination <br />151 may be involved. Mayor Reinert said it's an important question. He feels that having a <br />152 noncompliant system would probably mean the system would have to be replaced anyway. People <br />153 should be able to know as much about that as possible ahead of the project. Council Member Maher <br />154 discussed with staff the threshold of "failure" that would be used. <br />155 <br />156 Council Member Rafferty said he assumes that new development would be required to connect to <br />157 utilities; staff concurred. He also noted the survey numbers presented; it seems that only 33 people <br />158 responded out of 73 <br />159 <br />160 Pete Anderson, 6769 West Shadow Lake Drive, reported that he moved to the street in May. While <br />161 he did answer no to getting both utilities, he has heard the argument in favor of sewer. He has a <br />162 young family including four children and the cost is a big concern for him. He thinks he will have <br />163 costs even if he doesn't connect and down the line he knows there will be a connection requirement. <br />164 He also asked if this improvement will impact his property taxation as well. City Administrator <br />165 Karlson said he will check with the city assessor.
