It’s a good long term approach and will save money down the line. He 142 <br />also noted that the council’s assumptions about the public safety department model and the provision 143 <br />of fire services are proving true. Regarding fire pensions, the legislative change noted would allow 144 <br />the transfer of firefighters into the city fund; he wonders if those individuals would then be under the 145 <br />city’s pension rules. Chief Swenson verified that the city’s pension rules would apply, including 146 <br />vesting at five years. 147 <br /> 148 <br />Council Member Rafferty noted, regarding the fire station and training facilities, that he is happy that 149 <br />the city had the opportunity to look at that with a broad approach that he agrees will pay off in the 150 <br />long term. 151 <br /> 152 <br />PUBLIC SERVICES DEPARTMENT REPORT 153 <br /> 154 <br />There was no report from the Public Services Department. 155 <br /> 156 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 157 <br /> 158 <br />6A) Lino Lakes Fire Station 159 <br /> i. Resolution No. 15-03, Approving Plans & Specifications and Authorizing 160 <br />Advertisement for Bids; 161 <br /> ii. Resolution No. 15-04, Amending Professional Services Contract with CNH 162 <br />Architects 163 <br /> 164 <br />Community Development Director Grochala provided a picture of the proposed fire station. Staff has 165 <br />worked over the past six months to get the project to this stage and is requesting approval of plans and 166 <br />specifications so that the project can go out for bid. The design will meet both the immediate and 167 <br />long term service needs of this community. He reviewed the planned schedule to continue with this 168 <br />project, with construction beginning in April or May. He noted that the architect was present to 169 <br />answer any questions. 170 <br /> 171 <br />Council Member Kusterman moved to approve Resolution No. 15-03 as presented. Council Member 172 <br />Rafferty seconded the motion. Motion carried on a voice vote; Council Member Roeser was absent. 173 <br /> 174 <br />Community Development Director Grochala reviewed staff’s recommendation to amend the city’s 175 <br />contract with CNH Architects to reflect an increase in the size and scope from original project 176 <br />discussions. Staff has negotiated the proposed increase and is comfortable that it is an appropriate 177 <br />amount for the scope of services. He noted that the amount is within industry standards as explained 178 <br />in the staff report. Mayor Reinert recognized that the city increased the scope of the project/plans so 179 <br />he understands this amendment; the increase is actually below industry standards and for the services 180 <br />4
