Outlot A shall be deeded to the City. <br /> <br />Zoning <br /> <br />Saddle Club Third Addition is zoned PUD-Planned Unit Development as approved by the City <br />Council with Ordinance No. 01-14. <br /> <br />Comprehensive Plan <br /> <br />The final plat is in compliance with the Comprehensive Plan in terms of the Resource <br />Management System, Land Use Plan and Housing Plan. <br /> <br />Transportation Plan <br /> <br />By-pass Lane on Birch Street <br /> <br />The City designed and Anoka County completed construction of the by-pass lane in June 2016. <br /> <br />Old Birch Street <br /> <br />The City designed and the Developer completed construction of the north end cul de sac in <br />October 2016. <br /> <br />The developer completed construction of the east-west section of Old Birch Street in May 2016. <br /> <br />Future Fox Road and Public Utilities Connection <br /> <br />In 2014, the City Council approved the Fox Road and public utilities connection with <br />Resolutions No. 14-15 (PUD Development Stage Plan/Preliminary Plat) and No. 14-63 (PUD <br />Final Plan/Final Plat). As detailed above, the developer has submitted to the City the preliminary <br />plat and street and utility civil plans for the Comcast property and Fox Road connection. This <br />project will be called Saddle Club Fourth Addition. Ideally, Saddle Club Third Addition and <br />Fourth Addition would be constructed concurrently; however, the developer is working the <br />RCWD and the Corp of Engineers (COE) on the wetland mitigation on the Fourth Addition and <br />would like to move forward with just the Third Addition. <br /> <br />To ensure the connection of Fox Road and extension of public utilities to the Foxborough <br />development through the Comcast property, staff recommends Block 3 be platted as an outlot in <br />the Third Addition. This outlot will then be platted with the Comcast property as Fourth <br />Addition. The City will continue to hold $115,000 in trunk credits from the Second Addition <br />and will require additional cash securities with the Third Addition. <br /> <br /> <br />
