Following approval, this report <br />will be submitted to the LGU (RCWD), DNR, and US Army Corps of Engineers <br />(USACE) for their review. This task also includes follow-up with the agencies <br />and participation in a field review, if requested. <br /> Existing floodplain within the project areas will also be identified using FEMA <br />and the current floodplain model from Rice Creek Watershed District. <br /> Data collected during this task will be used to inform the design of the project and <br />identify water resource impacts for permitting. <br /> <br /> Right of way and easement review (Ben B): <br />WSB’s right-of-way group will provide a cursory review of the easement acquisition <br />needs during this phase of the project. The results of the review will lead to the necessary <br />property easement acquisitions during the final design phase. <br /> <br /> Private utility plan review and integration (Jim S): <br />A Gopher State One Call will be initiated to request field markings and mapping of the <br />existing private utilities within the project area. This information will be reviewed and <br />with what was obtained with the survey in the field. <br /> <br /> Soil borings & geotechnical evaluation (Darin H): <br />We propose to complete a total of 6 standard penetration soil borings within the West <br />Shadow Lake project area to a depth of 15-20 feet and 6 borings in the LaMotte project <br />areas to a depth of 12 feet for the project. Soil boring logs will be provided for each of <br />the 12 locations. <br /> <br />The information gathered in the field for this project will be used to prepare a geotechnical <br />report that will provide an analysis in regards to onsite soils and recommendations for <br />pavement section design, utility installations, groundwater conditions encountered and <br />discussion on use of soil for structural fill, and stormwater treatment practices. <br /> <br />If unsuitable soils (existing fills, organic soils, etc) are encountered at the proposed <br />boring termination depths, WSB will extend the borings into competent materials. An <br />additional charge of $20 per linear foot will be assessed for borings extended beyond <br />their proposed termination depths. If the added work requires an additional mobilization <br />to the site, it will be charged at $350 per day. <br /> <br />The report will summarize the findings, provide a discussion of subsurface and groundwater <br />conditions encountered, recommendations for subgrade preparation, and discussion on use of <br />soils for structural fill or stormwater treatment practices. We understand that no permits are <br />required for drilling or traffic control within the roadways. <br /> <br /> Cultural resources evaluation (Sub-consultant): <br />Based on experience with other projects in the area, a cultural resources evaluation is <br />recommended. It is anticipated that Section 106 of the National Historic Preservation Act <br />compliance will be triggered by the wetland permitting under the United States Corps of <br />Engineers (USACE).
