5 <br /> <br />c. Landscaping shrubs and trees are not required along the privacy fence along the <br />north lot line. <br />2. A minimum 6 foot high landscape screen is required along the east property line <br />abutting the residential property. The proposed 7 foot high screen fence needs to be <br />offset from the property line and have plantings on the residential side per Section <br />1007.043(17)(f). <br />a. Staff suggests the screen fence proposed on the east side of the stormwater pond <br />be removed and the proposed 7 foot security fence on the west side of the <br />stormwater pond be a screen fence. <br />b. The screen fence along the east property line cannot extend closer than 30 feet to <br />the property line along Kelly Street. <br />3. Security fencing with barb wire must be 8 feet in height. The applicant has agreed to <br />remove to the barb wire security fencing with privacy screen fencing. <br />4. Security fencing with barb wire is not allowed in the front yard (Lake Drive) or along a <br />property line abutting a residential use. <br />5. The applicant shall evaluate the need for security fencing if there is no longer going to <br />be outdoor storage of rental equipment etc. <br />6. No additional accessory structures (permanent or temporary) shall be allowed without <br />an amendment to the conditional use permit. <br />7. All driveways and parking lot areas shall be paved. This includes the north portion of <br />the development near the accessory storage building. <br />8. A minimum 5 foot wide sidewalk shall be installed along the west and south elevations <br />of the building. <br />9. Trash enclosure shall be located on the north side of the main building as far from the <br />residential property as possible. The Planning & Zoning Board had no issues with the <br />proposed location of the trash enclosure. <br />10. Gate on trash enclosure cannot be chain link and shall be a minimum of 80% <br />opaqueness. <br />11. Sheet A1.1 shows the accessory storage building as 40 ft x 25 ft (1,000 s.f.) but the <br />detailed specifications indicate 40 ft x 26 ft (1,040 s.f.). Plans shall be revised <br />accordingly. <br /> <br />Architectural Plans and Exterior Building Materials <br /> <br />The main building is approximately 24 feet in height. The 7,700 s.f. lower level consists of a <br />display area, shop area and warehouse. The 1,440 s.f. upper level has offices, conference <br />rooms and a breakroom. Exterior materials include brick, pre-colored concrete block, precast <br />concrete stone, EFIS and glass. The materials and percentages meet performance standards. <br /> <br />The accessory storage building is 26 feet wide x 40 feet long (1,040 s.f.) and 17 feet in height. <br />The accessory structure exceeds the allowed 400 s.f. for commercial properties; however, the <br />commercial planned unit development allows for multiple buildings without restrictions to size. <br />The accessory structure has a gable trussed roof and residential steel siding. Exterior material <br />colors are beige siding with bronze trim. A 40 inch wainscot steel siding is proposed. <br /> <br />Section 1007.043(2)(d)2 states that exterior wall surfaces may be a combination of materials <br />including brick, stucco, EFIS (exterior finish insulation system), textured, colored or <br />decoratively finished pre-cast or poured-in-place concrete panel, textured concrete masonry
