2 <br />3. Council Approves Plans and Specifications and Authorizes Advertisement for Bids. Staff <br />is anticipating that the culvert replacement will be bid out as a separate project. <br /> <br />4. Council Accepts Bids and Awards Contract. <br /> <br />Other actions may be required relating to financing, issuance of bonds, and special assessments, <br />if any. <br /> <br />As noted the first step in the process will be to authorize preparation of plans and specifications. <br />WSB, City Engineer, has submitted a proposal to provide these services in the amount of <br />$506,220. The proposal includes: <br /> <br />• Preliminary design services including site data collection including topographic survey, <br />well and septic system survey, sump pump investigation, soil borings and evaluation, and <br />culture resources review. <br />• Final design services including plan preparation for street, storm, water and sanitary <br />sewer improvements. Design includes culvert replacement as well as proposed <br />stormwater lift station on West Shadow. <br />• ROW/easement acquisition services including title research, owner meetings, acquisition <br />reports, and document preparation. (Additional services may be required depending on <br />the scope and complexity of any proposed acquisition). <br />• Public involvement and communications including neighborhood meetings and project <br />website. <br /> <br />The estimated construction cost is $5,896,224, including both sanitary sewer and water <br />improvements. Total project cost, including construction contingencies, engineering, legal and <br />administrative costs is approximately $6,970,000. The inclusion of sanitary sewer and water in <br />the project will be determined during the final design process following additional neighborhood <br />discussion and review. <br /> <br />Once authorized WSB will begin the data collection process including the topo survey and <br />septic/well inventory on the project. Neighborhood meetings will be held during the initial data <br />collection process and the 60% design review stage. Additionally, WSB staff will be meeting <br />with residents on-site to collect well and septic system information. A project website will be <br />established to post information and project updates. Regular updates will be provided monthly <br />at City Council work sessions. <br /> <br />Project Schedule <br /> <br />We are currently proposing to construct the culvert replacement along West Shadow Lake Drive <br />this winter. This schedule anticipates City Council approval of culvert plans and specifications <br />in November and project award in December of 2017. The culvert would be completed in May <br />of 2018. <br /> <br />The tentative project schedule for the street and utility project anticipates approval of the plans in <br />March and award of the project in April of 2018.
