3 <br />June of 2019. <br /> <br />RECOMMENDATION <br /> <br />Staff has received a request from a resident requesting that the council authorization be restricted <br />to the work program listed under Phase 1 in the proposal and that any subsequent phases be <br />specifically approved by council after review of a preliminary design plan. <br /> <br />The Preliminary Design Phase listed in the report is predominately a data collection process. <br />Surveying, wetland delineation, geotechnical work, neighborhood outreach and water/sewer <br />review and sizing. It is a subpart of the overall design process. This information is then used to <br />develop the “Final Plan” documents. The City Council does not “typically” take separate actions <br />to initiate this work. Additionally, there is not necessarily a product to “approve” at the end of <br />phase 1 nor is there a clear “end” to phase 1. Each of these phases blend together and culminate <br />in a final product. Therefore, staff is not recommending this change. <br /> <br />If there is a desire to increase opportunities for public input, in addition to what is proposed, staff <br />would recommend adding additional meetings to the process. This can easily be accommodated <br />by City Council direction, as necessary. <br /> <br />Staff is recommending approval of Resolution No. 17-83 authorizing preparation of plans and <br />specifications. <br /> <br />ATTACHMENTS <br /> <br />1.
