9 <br /> <br />developments subject to review and approval of the City Attorney. The <br />homeowners’ association shall be responsible for all exterior building <br />maintenance, approval of any exterior architectural modifications, landscaping, <br />snow clearing and regular maintenance of private driveways and other areas <br />owned in common when there is more than one (1) individual property owner <br />having interest within the development. <br /> <br />Homeowners’ Association documents shall be provided with each phase of development. <br /> <br />Section 1007.094, R-3 Medium Density Residential Development <br /> <br />The following building design standards apply to the townhome units (staff comments are in <br />italics): <br /> <br />(4) Impervious Surface Coverage Area. The impervious surface of the property shall not <br />exceed fifty percent (50%) in a Medium Density Residential land use area, or sixty-five <br />percent (65%) in a High Density Residential land use area. <br /> <br />The developer shall provide the impervious surface coverage area calculations for the <br />townhome development with the PUD Final Plan/Final Plat. <br /> <br />(5) Building Design Standards. <br /> <br />(a) Floor Area. The minimum livable floor area for each multiple family dwelling unit <br />shall be seven hundred (700) square feet plus one hundred (100) additional square <br />feet for each bedroom. <br /> <br />The following table summarizes the required and proposed townhome floor areas: <br /> <br /> Min. Required SF <br />w/o Basement Proposed <br />Single Bedroom 800 900 N/A <br />Two Bedroom 900 1,000 N/A <br />Three Bedroom 1,000 1,100 1,733-1,928 sf <br /> <br />Based on Lennar’s townhome plans, the proposed units all have 3 bedrooms and exceed the <br />minimum floor area requirements. In comparison, the Mattamy townhome floor areas ranged <br />from 1,712 – 2,198 sf <br /> <br />(b) Utility Area. Dwellings with dedicated individual access shall be required to <br />provide an additional one hundred (100) square feet of floor area to house utilities, <br />unless a basement is present. Dwellings with shared access shall be required to <br />provide adequate floor area within the building to house utilities. <br /> <br />The dwellings have individual access and have an additional 100 sf of floor area to house <br />utilities. <br />
