2 <br /> <br />Goldade. Mr. Rennaker wishes to construct a single family home on the vacant parcel and sell <br />7801 4th Avenue. The vacant parcel is a substandard unsewered lot of record. <br /> <br />Per Section 1007.042(1): <br /> <br />(d) Any substandard unsewered lot of record existing at the effective date of this <br />Ordinance and held in separate ownership different from the ownership of adjoining <br />lots may be used for the erection of a structure conforming to the use regulations of <br />this Ordinance provided that: <br /> <br />1. The lot was a separate parcel with its own parcel identification number on the <br />date of the adoption of this Ordinance. <br /> <br />2. It can be demonstrated that the lot can accommodate the proposed principal <br />structure, onsite well if the public water system is not available, and an onsite <br />wastewater treatment system including both a primary and secondary drain field <br />area in accordance with MN Stat. 7080 and other applicable requirements. <br /> <br />3. The lot has direct frontage on an improved public street which has been <br />accepted for maintenance by the City of Lino Lakes. <br /> <br />4. All building and site improvements adhere to all required setbacks. <br /> <br />Unfortunately, the vacant parcel cannot be built upon because it does meet criteria #3 above. <br />The vacant lot does not have direct frontage on an improved public street because the 2 foot <br />wide outlot exists between the lot and the public street. <br /> <br />Minor Subdivision & Variance <br /> <br />To create a buildable lot, Outlot A, Lino Air Park North will be subdivided into 3 parcels <br />(Parcel A, Parcel B and Parcel C). These outlot parcels will then be combined with their <br />respective whole parcels (345 Carl Street, the vacant parcel and 7801 4th Avenue). The vacant <br />parcel will then have direct frontage on Carl Street. <br /> <br />Zoning and Subdivision Requirements <br /> <br />The parcels are zoned R, Rural. <br /> <br />The outlot parcel sizes are as follows: <br /> <br /> Required per R, <br />Rural Parcel A Parcel B Parcel C <br />Min.
