2 <br /> <br /> <br /> <br />The Planning & Zoning staff report dated June 8, 2016 details the project (attached). <br /> <br />Following the June 8th meeting, the applicant submitted additional information to address a <br />number of the concerns raised by staff and the Planning & Zoning Board. Specifically: <br /> <br />1. The applicant revised the color palette to provide more variety in the color palette. Staff <br />supports the modified plans. <br />2. The applicant revised the building elevation to provide a 6’ x 8’ foot front porch. <br />Originally, they had proposed a 4’ x 8’ porch where the PUD required 6’ x 10’ porches. <br />Staff supports the change. <br />3. The applicant provided revised building elevations with a side entry on the porch which <br />allowed them to increase the depth of the porch from 4’ to 6’. <br />4. The applicant provided additional information about the requested vinyl siding. The <br />information and material samples indicate that the vinyl siding is a higher quality than <br />may have been available in 2004. The vinyl siding offers less maintenance for the <br />homeowners association than other materials. <br /> <br />Ordinance Amendment <br /> <br />The applicant is requesting several amendments to the requirements in the Lino Lakes Town <br />Center Design & Development Guide standards. The Town Center PUD was approved by <br />Ordinance 04-04 and any change to the design standards will require an amendment to the PUD. <br />In summary, the applicant is requesting the following amendments: <br /> <br />1. To allow only one building type in the development. <br /> <br />2. To allow 6’ x 8’ porches where 6’ x 10’ porches are required. <br /> <br />3. To allow street-facing facades with less than 25% window area. <br /> <br />4. To eliminate the requirement that windows and doors must be recessed at least two <br />inches from walls or exterior trim to create a shadow line for visual interest. <br /> <br />5. To allow vinyl siding. <br /> <br />6. To eliminate the maximum 15 foot secondary street frontages requirement. <br /> <br />7. To allow a single user sign with the development name in the common area. <br /> <br />Council Ordinance 06-16 details the findings of fact regarding the Ordinance Text Amendment. <br /> <br />Preliminary Plat <br /> <br />All homes will be platted on individual lots surrounded by common areas.
