3 <br /> <br />A and B include the private drives common open space. These parcels will be owned and <br />maintained by the HOA. Outlot C will include stormwater ponds, infiltration areas and wetland <br />buffers. The applicant is proposing that this outlot be deeded to the City but, prior to final plat <br />submittal, the City and the applicant should work together to determine whether the City has an <br />interest in owning the property rather simply obtaining an easement. <br /> <br />The applicant has indicated that the project will likely be built in 2 phases. A phasing plan will <br />be submitted for City review and approval prior to the final plat/PUD final plan approval. The <br />time of final plat/PUD final plan approval, the developer will be required to address all <br />conditions of preliminary approval and shall enter into a Development Contract and other <br />documents as the City deems necessary. <br /> <br />Park dedication shall be cash in lieu of land at $2,500 per unit ($280,000 total for 112 units). <br /> <br />Additionally, the City is working with Anoka County Parks to development a playground south <br />of Outlot C. <br /> <br />Council Resolution No. 16-67 details the findings of fact regarding the PUD Development <br />Stage Plan/Preliminary Plat. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board held a public hearing on June 8, 2016 and voted unanimously to <br />recommend approval of the request. The Board did request that the applicant provide samples of <br />the proposed vinyl siding to ensure that high quality vinyl would be used. <br /> <br />The Board and staff recommend approval of the PUD Development Stage Plan/Preliminary Plat <br />for Woods Edge and the Ordinance Text Amendment, subject to the conditions listed in <br />Resolution No. 16-67. <br /> <br />ATTACHMENTS <br />1.
