Planning & Zoning Board <br />March 14, 2018 <br />Page 5 <br />APPROVED MINUTES <br />Kendra Lindahl, Landform, presented the staff report. The applicant, Distinctive <br />Elements & Tile Design, LLC, plans to purchase the vacant 0.82-acre lot south of <br />Lilac Street (PID 17-31-22-21-0017) for the purpose of constructing a 3,024-sq. ft. <br />tile storage area and workshop. <br /> <br />Staff addressed questions of the Board <br /> Mr. Laden asked about the trash enclosure <br />o Ms. Larsen stated that trash enclosures do not need to be integral to the <br />building, it needs proper screening <br /> Chair Tralle asked for clarification on the trash enclosure <br /> <br />Chair Tralle opened the Public Hearing at 7:38 p.m. <br /> <br />Patrick Bland (applicant), 45 Birch Street <br /> Will follow recommendations of the board and staff <br /> <br />Mr. Laden made a MOTION to close the Public Hearing regarding Nature’s Refuge. <br />Motion was supported by Mr. Evenson. Public hearing closed at 7:39 p.m. <br /> <br />Mr. Laden made a MOTION to recommend approval of Distinctive Elements Tile <br />and Design Conditional Use Permit and Site Plan Review with staff <br />recommendations. Motion was supported by Mr. Root. Motion carried 4-0. <br /> <br />D. Public Hearing: Love to Grow On Conditional Use Permit, Variances and Site <br />Plan Review <br /> <br />Katie Larsen, City Planner, presented the staff report. The applicant proposes to <br />construct a 14,405 sf childcare center at the southeast corner of CSAH 34 (Birch <br />Street) and CSAH 49 (Hodgson Road). <br /> <br />Ms. Larsen asked if the Planning and Zoning approves of hardie-board <br /> Chair Tralle asked for clarification around amending material requirements <br /> Voice approval of hardie-board <br /> <br />Staff addressed questions of the Board <br /> Mr. Root asked if Hodgson were to be expanded, how much of the 40 feet will go <br />away? <br />o Mr. Grochala stated the City worked with the County during the Millers <br />Crossroads project – full right of ways for future improvements were included <br /> Mr. Root asked about variance related to the 40 foot set back <br />o Ms. Larsen stated that questioning the square footage of the building is a valid <br />question <br /> Mr. Stimpson asked about the 17 additional parking spots and impervious surface <br /> Mr. Stimpson asked if there is a plan to have a bus-van parked on the property <br /> Mr. Stimpson asked for clarification on the number of trips
