Planning & Zoning Board <br />March 14, 2018 <br />Page 6 <br />APPROVED MINUTES <br />o Ms. Hankee stated that there is an approved model to determine the number of <br />trips <br /> A revised traffic study will have to be completed <br /> Mr. Stimpson suggested having a conversation with the school regarding the bus <br />area <br /> Mr. Evenson stated that he appreciates how the building is oriented <br /> Mr. Laden asked about the fenced areas and the materials used <br /> Mr. Laden asked which pond is considering being eliminated <br />o Ms. Larsen stated that it is the pond on the northwest corner <br />o The City is not responsible for maintaining the ponds <br />o Mr. Grochala stated there is a storm water pipe that will connect ponds <br /> Mr. Laden asked to consider on-street parking on Lakota <br /> Chair Tralle asked about a fence around the holding ponds that the City owns <br />o Ms. Larsen stated that the City does not fence holding ponds <br />o Mr. Laden stated the northeast pond drops off <br />o Mr. Grochala stated the City does not fence ponds because <br /> Designed to have a 3-1 slope, safety benches <br /> Fences tend to trap people in <br />o Chair Tralle suggests a barrier <br /> <br />Chair Tralle opened the Public Hearing at 8:18 p.m. <br /> <br />Peter Hilger (architect), 14 Pheasant Lane, North Oaks <br /> Love to Grow On appreciates this site because of the natural amenities <br /> Site provides many challenges <br />o 3 street frontages <br />o Multiple areas for children that need to be segregated from parking lot <br />o Bus turn around <br />o City ordinance is heavy on childcare centers <br />o Ponds <br />o Exterior materials – where is the front of the building <br /> Mr. Laden asked about the orientation of the building to accommodate the site so <br />a variance is not necessary <br /> Mr. Stimpson asked if there is a bus being parked on the site <br />o Linda Bartos King (Executive Director, Love to Grow On), 40101 Lexington <br />Ave, Circle Pines stated buses do not park on site currently <br /> Chair Tralle asked if Love to Grow On will continue to operate the Circle Pines <br />site <br />o Ms. Bartos King stated that they will not continue operating out of the church <br />in Circle Pines <br /> Chair Tralle appreciates the building being skewed <br /> Ms. Bartos King noted the facility is closed nights and weekends <br /> <br />Kathy Wetmore, 373 Ojibway Path <br /> Excited about this project and is supportive
