Consider First Reading of Ordinance No. 0648 <br />171 Rezoning Property from 114, Single Family Residential to PUD, Planned Unit Development; ii. <br />172 Consider Resolution No. 18-72 Approving PUD Development Stage Plan/Preliminary Plat — City <br />173 Planner Larsen reviewed a PowerPoint presentation including information on: <br />174 - Background on the development (developer passed away recently but Royal Oaks Realty <br />175 still exists); <br />176 - 4th Addition of Saddle Club development; <br />177 - The current proposal includes 8 lots; <br />178 - Review of aerial of Saddle Club and adjacent development; <br />179 - Analyis including Fox Road connection, parcel to be developed was owned by Comcast; <br />180 - Historical data on land acquisition; <br />181 - Zoning and density implications; <br />182 - Preliminary plat; <br />183 - Street and utility plans; <br />184 - Transportation Plan (some concern about increased traffic moving to/from Birch Street; but <br />185 connection is absolutely planned for local residents); <br />186 - Park dedication fees; <br />187 - Cultural resources implications. <br />188 <br />189 In summary, Ms. Larsen reported that the plans concur with the city's requirements and the Planning <br />190 and Zoning Board hearing (that included resident's concerns) that resulted in a vote approving of the <br />191 plans. <br />192 <br />193 Mayor Reinert remarked that the land was originally the second largest saddle club in the state and the <br />194 City was happy for the development (as proposed by Marcel Eibensteiner). He added that he was at the <br />195 Planning and Zoning Board and heard the area resident's concerns but he would note that many years <br />196 previous, the council heard about not becoming a city of cul-de-sacs for public safety reasons. The <br />197 City started putting up signs in places where there was a ghost plat for additional development. <br />198 <br />199 Council Member Stoesz asked about deeding outlots to the city? Ms. Larsen suggested that would <br />200 depend on the overall plans and what's appropriate. She confirmed that the City isn't giving up any <br />201 tax benefit. Council Member Stoesz also confirmed that staff will be returning with a discussion of the <br />202 R4 zoning designation. <br />203 <br />204 Council Member Rafferty moved to approve the I" Reading of Ordinance No. 06-18 as presented. <br />205 Council Member Maher seconded the motion.
