Planning & Zoning Board <br />September 12, 2018 <br />Page 3 <br />APPROVED MINUTES <br /> Thinks the plan updates appear to reduce the goal of obtaining commercial <br />businesses which would reduce the flexibility and also the Planning and <br />Zoning Board’s role <br /> Changing flexibility and PUD, start with appropriate zoning district and then <br />go to PUD to establish trade offs <br /> <br />Mr. Evenson <br /> Thinks flexibility is positive for any developer <br /> Asked why Vicky Lane was guided residential <br />o Mr. Grochala stated that there hasn’t been any interest in commercial <br />for that site <br /> Why do we put a percentage for the Winter Property? <br />o Mr. Grochala stated that he left the recommendation of 50/50 that <br />came from P&Z and City Council <br /> Propose making Town Center its own zone <br />o Mr. Grochala suggested pulling it out of the category and naming it <br />Town Center <br /> <br />Mr. Stimpson <br /> Does not like of reduction of flexibility <br /> Affordable housing required minimums <br />o Mr. Grochala stated the districts laid out meet the minimum <br />requirements <br />o Affordable housing will end up in Signature and Planned Residential. <br />Mixed Use District was the only district that had density high enough <br />to meet the regional affordability goals. <br />o From a calculation standpoint, could we increase the bottom number? <br /> Mr. Grochala stated that it most likely wouldn’t get approved <br /> Include percentages for a guide in a mixed development <br /> What if the Low Density Mixed Residential wasn’t actually mixed residential? <br />o Mr. Grochala stated that this would be okay <br /> <br />Ms. Peacock <br /> Concern around roads and when infrastructure will be installed <br /> Need more roundabouts to reduce the need for a stoplight and the backup of <br />traffic <br />o Mr. Grochala stated that this would be addressed in the transportation <br />chapter and that Anoka County studies whether a signal or roundabout <br />would be appropriate <br /> Mr. Tralle stated that roads are improved as development comes in <br /> Concerned about retail strip malls being too similar <br />o Wants a better site design at Birch Street and Centerville Road, not a <br />strip mall <br /> We want people to live and work in Lino Lakes <br /> Concerned with developments lacking uniqueness
