COUNCIL MINUTES November 13, 2018 APPROVED 118 Council Member Maher moved to approve the appointment of Justin Williams as recommended. 119 Council Member Manthey seconded the motion. Motion carried on a voice vote. 120 3F) Consider Appointment of Utilities Maintenance Worker —Human Resources Manager 121 Bartholomew read her written report. 122 Council Member Stoesz moved to approve the appointment of Layne Chapman (contingent upon Mr. 123 Chapman obtaining proper licensing) as recommended. Motion carried on a voice vote. 125 3G) Consider Appointment of Paid On -Call Firefighter —Human Resources Manager 126 Bartholomew read her written report. 127 Council Member Manthey moved to approve the appointment of Lucas Evens as recommended. 128 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 133 134 PUBLIC SAFETY DEPARTMENT REPORT 135 4A) Consider request for approval to enter into a JPA for the investigation of financial 136 crimes — Public Safety Director Swenson reviewed his written report requesting authorization to 137 participate in this task force that is overseen by the Minnesota Bureau of Criminal Apprehension. He 138 noted that Lino Lakes Police have been involved in numerous complex investigations of financial 139 crimes. By becoming a member of the group, the City will receive the financial backing of the group 140 for overtime and with no staffing changes to the City. 141 Mayor Reinert remarked that this represents an efficiency in government whereby the BCA can 142 engage local law enforcement through reimbursement. Al Council Member Maher moved to authorize execution of the JPA as recommended. Council 144 Member Stoesz seconded the motion. Motion carried on a voice vote. 145 413) Consider Lease Agreement with North Memorial Ambulance Service —Public Safety 146 Director Swenson explained that staff is requesting authorization to renew this lease agreement 147 providing ambulance services to the City; services alternate from between the two fire stations. 148 Council Member Maher moved to authorize participation in the lease agreement as recommended. 149 Council Member Stoesz seconded the motion.
