Consider 1st Reading of Ordinance No. 1648, Vacating Right of <br />158 Way along Sandpiper Drive and drainage and utility easements Lakes Addition No. 1; <br />159 City Engineer Hankee reviewed her written staff report requesting a public hearing and 1st reading of <br />160 an ordinance that would vacate a portion of land (currently golf course) that is no longer needed. <br />161 <br />162 Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public <br />163 hearing was closed. <br />164 <br />165 Council Member Manthey moved to approve the 1st Reading of Ordinance No. 16-18 as presented. <br />166 Council Member Stoesz seconded the motion. Consider: Resolution No. 18443, Approving PUD Final Plan; Final Plat, <br />169 ii) Resolution No 18444, Approving Master Development Agreement, iii) Resolution No. 18- <br />170 145, Approving lst Addition Development Agreement — Mayor Reinert remarked that the council <br />171 received information just recently on this matter and they will need further time for individual review; <br />172 he understands that the council will not act this evening. <br />173 <br />174 City Planner Larsen noted that the Master Development Agreement, which is unique to this <br />175 development, is just being finalized and will be forwarded to the council for review very soon. She <br />176 then reviewed a PowerPoint presentation including information on the PUD and Final Plan: <br />177 - Land use plan history and final land use plan map; <br />178 - Watermark 1' Addition plan, including types of housing included; <br />179 - Area currently graded and final plat; <br />180 - Architectural standards overall; <br />181 - Review of townhome and single family designs and elevations; <br />182 - Landscaping plans; <br />183 - HOA Center concept; <br />184 - Subdivision actions required; <br />185 - Public land dedication required; <br />186 - Agreements involved in this development; <br />187 - Recommendations of the Planning & Zoning Board and staff. <br />188 <br />189 Mayor Reinert remarked that the council will take this information under review and forward <br />190 questions to staff. He expects discussion at the next work session. <br />191 <br />192 Council Member Stoesz moved to table the matter until November 26, 2018. Council Member <br />193 Manthey seconded the motion. Motion carried on a voice vote. <br />194 <br />195 6C) Consider Resolution No. 18456, Approving Comprehensive Plan Amendment for I-35E <br />196 Corridor — Community Development Director Grochala reported that the resolution will provide for <br />197 an amendment relating to the 35E corridor. This is intended to promote economic development by <br />198 improving project readiness. This impacts 33 parcels (generally vacant or agricultural) and owners <br />5 <br />
