COUNCIL MINUTES July 23, 2018 <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : July 23, 2018 4 <br />TIME STARTED : 6:30 p.m. 5 <br />TIME ENDED : 7:30 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher, 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Community Development Director Michael 11 <br />Grochala; Director of Finance Sarah Cotton; City Engineer Diane Hankee; Director of Public Safety 12 <br />John Swenson; City Planner Katie Larsen; and City Clerk Julie Bartell 13 <br /> 14 <br />PUBLIC COMMENT 15 <br /> 16 <br />Garret Graczyk, 886 Fox Road, explained that he is seeking a change in city ordinance to allow 17 <br />chickens on his (parents) property. The chickens are already present and he is maintaining them well. 18 <br />Mayor Reinert explained some city history regarding allowing chickens; enforcement has generally 19 <br />been complaint based. City Planner Larsen added that the City did receive a complaint in this case. 20 <br />Council Member Maher recalled that she addressed the council as a resident on the matter of allowing 21 <br />chickens several years ago; she’s still interested in the matter. Council Member Manthey advised the 22 <br />speakers that they should be proactive and seek ways to change the ordinance, including speaking to 23 <br />neighbors; if they believe in a change, they’ll have to work toward it. 24 <br /> 25 <br />SETTING THE AGENDA 26 <br /> 27 <br />The agenda was approved as presented. 28 <br /> 29 <br />CONSENT AGENDA 30 <br /> 31 <br />Council Member Rafferty moved to approve the Consent Agenda, Items 1A through 1E, as presented. 32 <br />Council Member Maher seconded the motion.
