COUNCIL MINUTES July 23, 2018 <br />DRAFT <br />2 <br />Consider Approval of Resolution 18-93, Special Event 46 <br />for Hammerheart Approved 47 <br /> 48 <br />Consider Resolution No. 18-92, Declaring Intent to 49 <br />Reimburse Certain Expenditures from the Proceeds of 50 <br />Bonds, 2018 Lake Drive Trunk Utility Improvements Approved 51 <br /> 52 <br />FINANCE DEPARTMENT REPORT 53 <br /> 54 <br />No reports. 55 <br /> 56 <br />ADMINISTRATION DEPARTMENT REPORT 57 <br />3A) Consider Appointment of Police Officer – Human Resources Manager Bartholomew 58 <br />reviewed her written report outlining the process and recommendation to hire for this open position. 59 <br />Council Member Rafferty moved to approve the appointment of Alexander Hallin as recommended. 60 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 61 <br />3B) Consider Resolution 18-94, Denying Application for a Therapeutic Massage Business 62 <br />License and Individual Massage License – City Clerk Bartell reported that the city received an 63 <br />application for an individual and business therapeutic massage license from Dong Mei Qiu, for the 64 <br />business located at 560 Lilac Street. As noted in the staff report, the applications were reviewed by 65 <br />public safety and administrative staff. The result of the review are findings that lead to the staff 66 <br />recommendation that the council deny issuance of both licenses. The findings included in the 67 <br />resolution represent areas where staff has determined that the applicant or premises do not meet the 68 <br />city code requirements. 69 <br />Council Member Manthey moved to approve Resolution No. 18-94, as presented. Council Member 70 <br />Stoesz seconded the motion. Motion carried on a voice vote. 71 <br /> 72 <br />PUBLIC SAFETY DEPARTMENT REPORT 73 <br /> 74 <br />There was no report from the Public Safety Department. 75 <br /> 76 <br />PUBLIC SERVICES DEPARTMENT REPORT 77 <br /> 78 <br />There was no report from the Public Services Department. 79 <br /> 80 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 81 <br />6A) Consider 2nd Reading of Ordinance No. 09-18, Amending City Code Chapter 1007 82 <br />Related to Parking Regulations for Accessory Outdoor Dining or Seating Facilities – City 83 <br />Planner Larsen noted that the basic purpose of the ordinance change is to allow more flexibility in 84 <br />parking requirements for outdoor seating at restaurants. The council fully reviewed the change at the 85 <br />1st reading. Mayor Reinert thanked staff for recommending this change that makes sense. 86
