COUNCIL MINUTES September 24, 2018 <br />DRAFT <br />5 <br /> 171 <br />Becky Marshall, 656 Sandpiper Drive, asked for clarification on what the assessments include. Ms. 172 <br />Hankee said the assessments will fund the municipal utilities that are being placed in the road and the 173 <br />service lines to the property line; the assessment does not cover roadway improvements. Ms. 174 <br />Marshall asked what criteria was used to determine the assessment cost per household and Ms. 175 <br />Hankee said it is a per unit cost per household. Ms. Marshall asked if there is any special 176 <br />consideration for her since she will receive no road improvement. Ms. Hankee explained that Ms. 177 <br />Marshall’s assessment relates to installation of utilities and not roadway improvements. 178 <br /> 179 <br />Mayor Reinert remarked that it was becoming irresponsible for the City to not repair this road. The 180 <br />City utilities are a separate project but it makes sense that they be coordinated with roadway 181 <br />improvements 182 <br /> 183 <br />Ken Holvig, 6770 West Shadow Lake Drive, offered thanks to the City for taking on this project. He 184 <br />noted telephone poles at the south end of the street – will they be replaced? Ms. Hankee explained 185 <br />that there will be poles as it is cost prohibitive to bury the cables. She noted some wires in the 186 <br />vicinity where some movement may occur. Mr. Holvig asked about buildable lots (through 187 <br />subdivision) and if those lots would be eligible for utility connection in the future and at the same 188 <br />cost? Ms. Hankee explained that staff identified some lots that may be eligible for subdivision on a 189 <br />preliminary basis (more engineering study is needed for final determinations) and they are 190 <br />accommodating the possibility of future subdivision in some cases. 191 <br /> 192 <br />There being no additional speakers, the public hearing was closed at 7:21 p.m. 193 <br /> 194 <br />Council Member Rafferty moved to approve Resolution No. 18-115, as presented. Council Member 195 <br />Maher seconded the motion. Motion carried on a voice vote. 196 <br /> 197 <br />Prior to voting on Resolution No. 18-124, City Engineer Hankee offered additional explanation on the 198 <br />Joint Powers Agreement relating to the cul-de-sac included in the project, the golf course property, 199 <br />and Sandpiper Drive plat vacation, all of which involve Anoka County property. Community 200 <br />Development Director Grochala added that the County will be allowing the storage of peat on their 201 <br />property during construction. 202 <br /> 203 <br />Council Member Maher moved to approve Resolution No. 18-124, as presented. Council Member 204 <br />Manthey seconded the motion. Motion carried on a voice vote. 205 <br /> 206 <br />6B) Consider 2nd Reading and Passage of Ordinance No. 12-18, Rezoning Property from R, 207 <br />Rural to PUD, Planned Unit Development for Eastside Villas – City Planner Larsen noted that the 208 <br />council fully reviewed this rezoning recommendation and 1st Reading of the Ordinance was approved 209 <br />at the last council meeting. Staff is requesting 2nd Reading and passage of the ordinance 210 <br />Council Member Rafferty moved to waive the full reading of Ordinance No. 12-18. Council Member 211 <br />Maher seconded the motion. Motion carried on a voice vote. 212 <br />Council Member Rafferty moved to approve the 2nd Reading and passage of Ordinance No. 14-18 as 213 <br />presented. Council Member Maher seconded the motion. Motion carried: Yeas, 5; Nays none. 214
