CITY COUNCIL <br />AGENDA ITEM 3D <br /> <br /> <br />STAFF ORIGINATOR: Jeff Karlson <br />MEETING DATE: November 13, 2018 <br />TOPIC: 2018 & 2019 Non-Union Compensation Plans <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to consider resolutions approvi ng the 2018 and 2019 <br />compensation plan for non-union employees. <br /> <br />BACKGROUND <br /> <br />The 2018 plan contains a salary adjustment of 2.75 percent. This is consistent with the <br />AFSCME and Local 49 union contracts that were previously approved by the Council. <br />Following arbitration with the police officers, in which the arbitrator awarded the City’s position <br />of 2.75 percent in 2018 and 2.50 percent in 2019, the LELS Local No. 299 labor agreement was <br />also included on the November 13 council agenda for approval. <br /> <br />The 2019 budget includes a 2.5 percent wage increase for all City personnel. Three labor unions <br />have settled at 2.5% for 2019. <br /> <br />We still have not come to terms with the police sergeants. Arbitration is scheduled for <br />November 20. <br /> <br />RECOMMENDATION <br /> <br />a) Approve Resolution No. 18-151, establishing the 2018 compensation plan for non- <br />union employees, retroactive to January 1, 2018. <br />b) Approve Resolution No. 18-152, established the 2019 compensation plan, effective <br />January 1, 2019. <br /> <br />ATTACHMENTS <br /> <br />Resolution No. 18-151 <br />Resolution No. 18-152
