<br />December 5, 2018 <br /> <br />Mr. Michael Grochala <br />Community Development Director <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br /> <br />Re: Proposal for Feasibility Study and Test Well Design and Analysis <br /> Historic Farm House Site <br /> City of Lino Lakes, MN <br /> <br />Dear Mr. Grochala: <br /> <br />We appreciate the opportunity to submit this proposal to the City of Lino Lakes to provide professional <br />engineering and architectural services for the preparation of a feasibility study to convert a historic <br />farmhouse located east of West Shadow Lake Drive to a well house for Future Well No. 7. WSB and <br />Associates, and Oertel Architects are the proposed team presented to complete the project. This proposal <br />also includes design, bidding, and construction services for a test well, analysis of the test pumping data <br />with hydraulic calculations and/or a simplified groundwater model, and analysis of the well’s water quality <br />with respect to primary and secondary drinking water contaminants. This data is necessary to estimate the <br />production well’s anticipated pumping capacity, water quality, and the interference effects with the City’s <br />adjacent municipal wells. <br /> <br />Our Work Plan consists of the following major tasks: <br />I. Feasibility Study to Convert Historic Farmhouse to a Well House <br />II. Test Well Design, Bidding, Construction and Data Analysis <br /> <br />I. Feasibility Study to Convert Historic Farmhouse to a Well House <br />a) Oertel Architects will study two options, one to place the well head and equipment in the north <br />portion of the house (with an access hatch at the roof) and the other being an addition to the <br />house, exclusively for the well related equipment. Either way, the house would be moved to a <br />new location. <br />b) Oertel Architects will provide layout plans for both options. <br />c) Oertel Architects will either provide elevations of the house/addition or prepare a simple model. <br />It may be easier and more worthwhile to use photographs as a basis for a 3D model. <br />d) WSB and Oertel Architects will prepare cost estimates for both options. WSB will prepare <br />construction cost estimates for the proposed well, process piping, chemical feed equipment, <br />and electrical equipment for the Well House. <br /> <br />e) WSB and Oertel Architects will attend up to three (3) meetings. These could be a consultant <br />review meeting, meeting with staff or a work shop at the city. <br />f) Oertel Architects will provide site review, obtain measurements, and verify conditions. <br />g) WSB will determine the dimensions needed for the well house rooms, including the pump <br />room, chemical rooms, and electrical room. WSB will also discuss the proposed layout with <br />the Minnesota Department of Health to verify that they will take no exceptions to it. <br />h) WSB and Oertel Architects will prepare a report that summarizes the well house options, <br />concepts, issues involved, and the building addition, as applicable.
