7 <br /> <br />analyzing other options that could push that access point even further to the west. Anoka <br />County and Ramsey County are also analyzing turn lane options along CR J and CSAH <br />49 that are outside the scope of the Lyngblomsten project. <br /> <br />• The access points, right of way, and internal circulation routes noted above are to <br />create a circulation network serving all properties in the study area rather than <br />individual driveways onto arterial and collector roads that serve only individual <br />properties. <br /> <br />A public road will extend north-south through the development providing public access <br />to the senior housing complex, restaurant and future commercial development. The <br />right-of-way is 60 feet wide and the paved road surface is 32 feet back to back. Sidewalk <br />is proposed on both sides of the public road on the north end and on the east side toward <br />the south end closest to the development. On-street parking will be allowed. <br /> <br />A 26 foot wide private road will serve the cottage home neighborhood. Sidewalk is <br />proposed on the south side and will connect to the public road sidewalks. Two parking <br />areas with a total of 11 parking stalls are provided on the west and east ends of the private <br />road for visitors. No parking will be allowed on the private road. <br /> <br />The southerly right in/right out access point off of CSAH 49 (Hodgson Road) will also be <br />a private road. The paved road surface is proposed to be 32 feet wide back to back. This <br />roadway could be narrowed to 26 feet. Both private roads will be owned and maintained <br />by the developer. <br /> <br />• The Hodgson/CR J intersection is to be signalized prior to or as part of any <br />significant development in the study area. This is to be a cooperative effort of Anoka <br />and Ramsey Counties, the Cities of Lino Lakes and Shoreview, and developers. <br />Specific design requirements are to be determined. <br /> <br />Signals were installed at the intersection in 2008 and modified in 2017. <br /> <br />• Other road improvement needs such as additional lanes, median, and the like will be <br />designed in cooperation with Anoka and Ramsey Counties, the Cities of Lino Lakes <br />and Shoreview, and developers, as appropriate. Specific design requirements are to <br />be determined. <br /> <br />Both northbound and southbound turn lanes will be required at the northern full access. <br />Southbound right turn lanes are proposed and the Hodgson right-in/right-out and the <br />Hodgson and CR J intersection. A westbound right turn lane will be required at the CR J <br />right-in/right-out. The final configuration of improvements will be developed through a <br />design process including Anoka and Ramsey County. Improvements along CR J will <br />also include input from the City of Shoreview. <br /> <br />Additionally, Anoka County and Ramsey County are analyzing other turn lane <br />improvements to the overall area transportation system that are outside the scope of the <br />developer’s project. <br />
