9 <br /> <br />The site plan includes a community garden and lilac trees adjacent to the wetland that <br />creates an open, focal point green space in this location. The clubhouse is located <br />adjacent to the storm water pond. <br /> <br />The cottage home neighborhood also includes 4.75 acres (75%) of landscaped common <br />open space that will be maintained by Lyngblomsten or an association. <br /> <br />• A trail should be constructed along Hodgson Road in accordance with the City’s <br />parks and trails plan. This could be accomplished with sidewalks in the study area. <br /> <br />A 9 foot wide trail path is proposed along the full length of Hodgson Road. Sidewalks <br />are also proposed along the public and private roads. <br /> <br />• Greenspace buffering is an important design element for new development along the <br />border with existing neighborhoods such as Woodridge Estates and Rohavic Oaks. <br /> <br />A 50 foot wide buffer of existing trees along the west lot line abutting Woodridge Estates <br />will be preserved. A screen of lilac bushes will be planted at the northwest corner of the <br />site adjacent to the community gardens. Additional screening/landscaping is required at <br />the west end of the cottage home private road cul de sac and at the south end where the <br />commercial private road comes into the development. All efforts shall be made to <br />preserve the existing tree line adjacent to 275 Ash Street or new trees shall be planted. <br /> <br />Along the north property line adjacent to the Rohavic Oaks neighborhood, the cottage <br />homes will be setback a minimum of 30 feet and a year round continuous planting screen, <br />berm and/or fence combination shall be required. The landscape plan indicates tree <br />plantings along this northern boundary adjacent to the cottage homes; however, it does <br />not provide for year round continuous screening. A triangulated year round continuous <br />screen of 6 foot coniferous trees is required. <br /> <br />A 40 foot wide berm and landscape buffer is also provided in the cottage home <br />neighborhood adjacent to CSAH 49 (Hodgson Road). The plan shall be revised to <br />include a year round continuous screen on top of the berm. <br /> <br />Municipal Utilities <br /> <br />• All new development must have sanitary sewer and water service. Possible <br />exceptions prior to the availability of utilities include renovation of existing <br />structures if the building code allows it without utilities. However, the preference is <br />for all uses in the study area to have municipal utilities. <br /> <br />The entire Lyngblomsten senior living community, cottage homes, restaurant and <br />commercial development will be served by municipal utilities. <br /> <br />• Several options exist for utility service, as described in this study document. West of <br />Hodgson, the preference is for connection to the Woodridge Lane sanitary sewer. <br />
