23 <br /> <br />A master sign plan for the 20 acre site is required and shall be incorporated into the <br />Design Standards. This master sign plan should include a City of Lino Lakes gateway <br />sign/monument at the intersection of Hodgson Road and CR J. <br /> <br />Impervious Surface Coverage <br /> <br />The allowed impervious surface coverage in a mixed use area is 75%. The proposed 46% <br />post-development impervious surface coverage is compliant. Per the Storm Water <br />Management Plan: <br /> <br /> Pre-Development Post-Development <br />Impervious 1.93 acres (0.09%) 9.61 acres (46%) <br />Pervious 18.80 acres (99.91%) 11.12 acres (54%) <br />TOTAL AREA 20.73 acres (100%) 20.73 acres (100%) <br /> <br />Traffic Study <br /> <br />The proposed project is anticipated to generate approximately 1,473 daily trips. 69 trips <br />are estimated to be generated in the AM peak period (7:00 to 8:00) and 123 trips in the <br />PM peak (4:30 to 5:30). <br /> <br />A detailed traffic analysis was completed to describe the operating conditions of <br />intersections surrounding the site in terms of a Level of Service (LOS). Facilities are <br />given letter designations from “A” (best operating conditions) to “F” (worst conditions). <br />A Level of Service “D” represents the threshold for acceptable overall intersection <br />conditions during a peak hour. <br /> <br />City Code establishes minimum Level Of Service (LOS) requirements. The Code states <br />that if the LOS is A or B, the proposed subdivision will not the degrade the LOS more <br />than one grade. If the LOS is C or D it will not degrade the LOS. Intersections with a <br />LOS of E or F must be improved to ensure a LOS of D or better. <br /> <br />The traffic analysis evaluated four surrounding intersections adjacent to the project area. <br /> <br />• Co Rd J at Woodbridge Ln <br />• Co Rd J at St. Albans St <br />• Co Rd J at Hodgson Rd <br />• Hodgson Rd at Rohavic Ln <br /> <br />As discussed in the WSB Transportation Memorandum, dated February 6, 2019, all <br />intersections, meet the City Code requirements. However, it was noted that the worst <br />movement at the CR J and Hodgson intersection, during the PM peak period, changed <br />from a LOS D to LOS E. The proposed southbound Hodgson Road right turn lane, at CR <br />J adequately mitigates for this degradation. <br />
