25 <br /> <br />Streets and Alleys <br /> <br />CSAH 49 (Hodgson Road) and CR J (Ash Street) are A Minor Expander arterial roads. <br />The development is served by an internal public road and 2 private roads. The streets and <br />transportation plans are detailed previously in this report. <br /> <br />As noted above, the 3 acre commercial site is under a separate purchase agreement with a <br />different owner. If the purchase agreements are not executed at this time, the public road <br />will temporarily terminate as a cul de sac near CR J (Ash Street) until future development <br />of the properties. <br /> <br />Easements <br /> <br />Standard drainage and utility easements at least 10 feet wide are required on Lot 17, <br />Block 1 and Lot 1 and Lot 2, Block 2. Drainage and utility easements are proposed over <br />Lot 22 and Outlot A. Depending on the location of the lift station, a drainage and utility <br />easement may also be required over Outlot B. <br /> <br />A 20 foot wide public trail easement is required over the east-west section of the trail. <br />The trail along CSAH 49 (Hodgson Road) shall be located within the right-of-way. If it <br />cannot be, a separate trail easement is also required. <br /> <br />A 25 foot wide conservation easement is required over the wetland buffer. <br /> <br />Powerline <br /> <br />A three-phase overhead power line runs along the eastern boundary of the property line <br />within the right-of-way. Lyngblomsten is working with the electric company to discuss <br />burying the power line. <br /> <br />Public Land Dedication <br /> <br />The City will require cash in lieu of land dedication. Per the City’s Park, Greenway & <br />Trail System Plan, a neighborhood park is not programmed for this area. Trail <br />construction throughout the development and along Hodgson Road and CR J will be <br />credited. The clubhouse will not be credited since it is a private amenity serving mainly <br />the facility’s residents. The City’s current Park Dedication fees are $3,000 per residential <br />unit and $2,400 per acre for commercial/industrial development. The senior building is a <br />mix of both independent living units (residential) and assisted-living and skilled nursing <br />facility units (commercial). The cottage home and independent living units will be <br />charged as residential units. The assisted-living units and skilled nursing facilities will be <br />charged as commercial users. This practice is consistent with previous assisted-living <br />facilities constructed in the City. The assisted-living units and skilled nursing facilities <br />occupy approximately half of the 4.85 acre lot (Lot 1, Block 2) and will be charged at <br />2.43 acres. <br /> <br />
