SECTION 1 1 . UNIMPROVED LOTS <br />When an owner lays out a subdivision for the purpose of selling unimproved lots to <br />individual buyers, the provisions of the preceding section requiring a surety bond to <br />guaranted the payment in full may be waived by the Council providing that such owner <br />agrees to an assessment on each lot in accordance with Minnesota Statutes Section 429, <br />as amended. In this event, the Councul shall determine the timing of the work in ac- <br />cordance with the best interests of the Village. <br />SECTION 12. PARTIAL STREET CONSTRUCTION <br />It shall not be intent of this ordinance to force the construction of all of the streets <br />in any subdivision. The owner or developer shall be permitted to petition and furnish <br />bonds for the construction of certain streets in the subdivision without having to in- <br />clude all of the streets at any one time. In constructing part of the streets, it will <br />be necessary for the owner of diveloper to include streets which will make a complete <br />circuit, that is, they shall leave a finished street and return to a finished street <br />so that there will be no dead ends when the construction has been completed. Building <br />permits shall be issued only for those lots having access to a street which has been <br />constructed or for which the construction bonds and agreements are on file in the office <br />of the Village Clerk. <br />SECTION 13. CONSTRUCTION OF STREETS <br />The full width of right-of-way shall be granted, including sub -grade of the area to be <br />improved, in accordance with plans prepared by the Village Engineer and in accordance <br />with the applicable ordinances for street construction of the Village. The constuuction <br />of all streeta shall include a minimum Village Standard which shall include the following: <br />The grading of the entire width of the right-of-way to the appooved Village section as <br />shown on all plans, a copy of which has been made a part of the specifications; the con- <br />struction of a sub -base nine (9) inches in thickness over the entire width of the driving <br />surface, that is, gutter to gutter using porous material which shall be approved by the <br />Engineer; the construction of a stabilized base using three (3) inches of crushed gravel <br />completely stabilized with an asphaltic material the construction of a plant -mixed bit- <br />uminous curb using gravel and asphaltic cement; the shaping of the boulevard section be- <br />tween the gutter line and the property line and the complete sodding of this area. The <br />driving surface of each newly constructed street shall be finished through the use of a <br />seal coat and aggregate as deccribed in the Village specifications. <br />SECTION 14. STREETS HAVING LESS THAN STANDARD WIDTHS <br />In cases where any temporary or permanent street has a width less than 60 feet, the design <br />and specifications for construction shall be considered as special. The Village Engineer <br />shall design such street in such a way as he deems best for the contemplated use. The <br />petitioner shall be required to enter into special agreements pertaining to the construc- <br />tion of these streets. <br />SECTION 15. PARTIAL MAINTENANCE <br />After a street has been completed to a point where is can be used and after building per- <br />mits have been issued for construction of buildings on property fronting on said streets, <br />the street shall be placed on the routine maintenance list of the Village. Snow plowing <br />r \ operations will be carried on in the winter time and general blading operations in the <br />summer time on these streets at the expense of the Village.
