Ten (10) sets of plans shall be submitted to the Village Clerk- <br /> Treasurer at least ten (10) calendar days prior to a Board of <br /> Zoning meeting for the purpose of distributing the plans to the <br /> Village Engineer, Planning Consultant, and Board of Zoning <br /> members so they may review the plans and site, if not known to <br /> them, prior to the first meeting. <br /> 7. Any additional information which may be requested by the <br /> Village Council or Board of Zoning due to conditions peculiar <br /> to any particular site. <br /> (B) Certification of Plans Required <br /> 1. All buildings and site plans shall be designed and certified by <br /> a registered architect or engineer. The site plans may be <br /> prepared by a professional site planner but a registered archi- <br /> tect must verify that he has personally reviewed the site and <br /> designed the proposed buildings in accordance with the site <br /> plans, the terrain and neighboring conditions, and in accord- <br /> ance with the Building Code, as adopted and amended by the <br /> Village of Lino Lakes. <br /> 5.04 SPECIAL (CONDITIONAL) USES GENERAL STATEMENT <br /> (A) Special Use Permits may be granted or denied in any district by <br /> action of the Village Council. In granting a special use permit the <br /> Village Councils all consider the advice and recommendations of the <br /> Planning Commission and the effect of the proposed use upon the <br /> health, safety, morals, convenience, and general welfare of occupants <br /> of surrounding lands, existing and anticipated traffic conditions <br /> including parking facilities on adjacent streets and land; the effect <br /> on utility and school capacities, the effect on property values of <br /> property in the surrounding area, and the effect of the proposed use <br /> on the Comprehensive Plan. If it shall determine that the proposed <br /> use will not be detrimental to the health, safety, convenience, morals, <br /> or general welfare of the community nor will cause serious traffic <br /> congestion nor hazards, nor will seriously depreciate surrounding <br /> property values, and that said use is in harmony with the general <br /> purpose and intent of this Ordinance and the comprehensive plan, the <br /> Village Council may grant such permits . <br /> The village clerk shall maintain a record of all special use permits <br /> issued including information on the use, location, conditions imposed <br /> by theVillage Council, time limits, review dates, and such other <br /> information as may be appropriate. <br /> Any change involving structural alteration, enlargement, intensifi- <br /> cation of use, or similar change not specifically permitted by the <br /> special use permit issued shall require an amended special use permit <br /> and all procedures shall apply as if a new permit were being issued. <br /> All uses existing at the time of adoption of this ordinance and auto- <br /> matically granted a special use permit shall be considered as having <br /> a special use permit which contains conditions which permits the land <br /> -15- <br />
