Section 7. Terms of Office: The members of the Commission <br />shall be appointed for terms of three years. The Commission shall <br />have seven members, four (4) of whose terms shall expire on the <br />first day of the next even numbered year after their appointment <br />and three (3) members whose terms shall expire on the first day of <br />the next odd numbered year after their appointment, with each person <br />to serve until replaced by another appointment. <br />Section 8. Vacancies: Vacancies occurring on the Commission <br />shall be filled for the unexpired term by an appointment by a <br />majority of the Council. <br />Section 9. Removal of Members: The Council, by a unanimous <br />vote of all its members shall have the authority to remove any <br />member of the Commission from office whenever, in its discretion, <br />the best interests of the City shall be served thereby. <br />Section 10. Officers: The officers of the Commission may <br />include a Chairman, Vice Chairman and such other officers as the <br />Commission may deem necessary. An election of officers by the mem- <br />bers of the Commission from their membership shall be held at the <br />first meeting after establishment of the Commission and thereafter <br />at the first meeting of each year thereafter. <br />Section 11. Duties of Officers: <br />A. Chairman. It shall be the duty of the Chairman to <br />preside over all meetings of the Commission. In his <br />absence, the Vice Chairman may preside or a chairman <br />pro tempore may be selected to preside. <br />Section 12. Rules and Procedures: The Commission shall <br />adopt a set of rules to govern its own meetings and proceedings. <br />The rules may be amended from time to time, but only upon notice to <br />all members that the said proposed amendment shall be acted upon at <br />a specified meeting. A majority vote of the Commission shall be <br />required for the approval of the proposed amendment. <br />Section 13. Meetings: <br />A. Regular Meetings. The Commission shall meet in regular <br />session at least once a month at the City Hall and at <br />a time selected by a majority of its members. <br />B. Special Meetings. The Chairman or any three members of <br />the Commission shall have the authority to call special <br />meetings of the Commission. Written notice of a special <br />meeting shall be given to all members at least 24 hours <br />prior to the time of the meeting, unless the time and <br />place of the special meeting is set at a regular or <br />regular adjourned meeting. <br />
