C. Open Meetings. All meetings of the Commission shall <br />be open to the public. <br />Section 14. Powers and Duties of the Commission: The <br />Commission shall have advisory powers and shall be subordinate <br />to the City Council. Any powers other than advisory powers shall <br />be only as directed by the Council. The following advisory powers <br />shall become the duty of the Commission: <br />A. To Develop Plans for the physical development of all <br />present and future City parks and provide recommended <br />plans to the City Council. <br />1. Refer to the projected recreational and environ- <br />mental needs of the City and its citizens. <br />2. Completed plans will include a topographical lay- <br />out of the park and all facilities, plus develop- <br />ment cost estimates, and a proposed development <br />time schedule, to include an annual operating budget. <br />B. To Develop Policies and Plans for a Long Range City <br />Park Acquisition Program and Provide the Recommended <br />Program to the City Council. <br />1. Refer to City Land Use Comprehensive land and park <br />land dedication policy included in present City <br />Ordinance or any Ordinance amending or replacing same. <br />2. Completed program will include probable needed park <br />locations, sizes and facilities plus acquisition <br />and development cost estimates, to include land- <br />scaping and equipment felt necessary. <br />3. Completed program will include a policy statement <br />supporting the long range plan. <br />4. To recommend desire in the long range plan to the <br />Council. <br />C. To Develop Policies Concerning Recreational use of City <br />Park Facilities and Provide Recommended use Policies to <br />the City Council. <br />1. Policies, when adopted by the City Council will be <br />administered by the City Administration. <br />D. To gather information concerning the conditions and <br />trends in the quality of the environment, both current <br />and prospective, with the purpose of determining whether <br />or not such conditions and trends are interfering or are <br />likely to interfere with the goals of the City as <br />established by the purpose of this Ordinance, and report <br />to the Council. <br />
