COUNCIL MINUTES May 13, 2019 <br />88 Mayor Reinert noted that this is a creative solution to a difficult funding situation, required because <br />84 school districts do not fund playground equipment and the responsibility has been left to parent <br />90 teacher organizations. He is glad that the City was able to work with the school district and, with an <br />91 offer to match by one half any funds they would put in, is able to see a project coming forward with <br />92 school district funding that wouldn't have happened otherwise. He is glad that the collaboration will <br />93 get the job done. <br />44 <br />95 Council Member Stoesz asked if the City will be allowed to name and claim the park as a City park. <br />96 Public Services Director DeGardner said the playground will not be designated as a city park but will <br />97 be included in the City Parks and Trails Plan. It will be owned and maintained by the Centennial <br />98 School District, <br />99 <br />100 Council Member Manthey noted that he originally did not support the funding as part of larger <br />101 discussion about park dedication funds but this being just a resolution of the city, he will support it. <br />102 Council Member Maher moved to approve Resolution No. 19-58 as presented (a new resolution was <br />103 presented at the meeting). Council Member Rafferty seconded the motion. Motion carried on a <br />104 voice vote. <br />105 SB) Consider Resolution No. 19-59, Awarding Construction Contract for Pheasant Hills <br />106 Circle — Public Services Director DeGardner reviewed his written staff report. He reviewed the bid <br />107 received from the low bidder- and the proposed schedule for the project. <br />108 Council Member Rafferty moved to approve Resolution No. 19-59 as presented.. Council Member <br />109 Maher seconded the motion. Motion carried on a voice vote. <br />110 <br />111 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />112 <br />113 6A) Consider Resolution No. 19-84, Authorizing Distribution of the Draft 2040 <br />1 14 Comprehensive Plan to Adjcent Jurisdictions for Review and Comment — Kendra Lindahl, <br />115 Landform, reviewed a PowerPoint outlining information on the Draft 2040 Comprehensive Plan (the <br />116 Plan): <br />117 - Staff is requesting approval of the Plan for distribution, <br />118 - Process coming to this point was reviewed (community engagement, website); <br />119 - The zoning map and zoning ordinance are a part as well as the Plan being a tool for the City to <br />120 use going forward; <br />121 - Based on council direction, staff looked at the "mixed use" designation; <br />122 - A public hearing on the Plan was held before the Planning and Zoning Board, with their <br />123 approval following; <br />12)4 - The Land Use chapter includes five new land use designations and lowering of densities; <br />125 - Resident requests for land use changes (Holly Court and Noren & Lundren requests, Hawkins <br />126 Trust, Blue Heron Enterprises, LLC, and Jeff and Mary Jo Joyner) were reviewed; <br />127 - Housing Chapter; <br />128 - Economic Development Chapter; <br />129 - Transportation Chapter; <br />130 - Local Surface Water Management Plan (new element); <br />3 <br />
