(129) Story - That portion of a building included between the upper <br />surface of any floor and the upper surface of the floor next <br />above, except that the topmost story shall be that portion of a <br />building included between the upper surface of the topmost floor <br />and the ceiling or roof above. If the finished floor level directly <br />above a basement or unused under -floor space is more than 6 <br />feet above grade as defined herein for more than 50 percent of <br />the total perimeter or is more than 12 feet above grade as <br />defined herein at any point, such basement or unused under -floor <br />space shall be considered as a story. <br />(130) Story, First The lowest story in a building which qualifies as a <br />story, as defined herein, except that a floor level in a building <br />having only one floor level shall be classified as a first story, <br />provided such floor level is not more than 4 feet below grade, as <br />defined herein, for more than 50 percent of the total perimeter, <br />or more than 8 feet below grade, as defined herein, at any point. <br />(131) Street, Collector - A street which collects traffic from local <br />streets and connects with minor and major arterials. See city's <br />Function Classification System for Roadways contained in the <br />Comprehensive Plan. <br />(132) Street, Local - A street designed to provide vehicular access to <br />abutting property and to discourage through traffic. See city's <br />Function Classification System for Roadways contained in the <br />Comprehensive Plan. <br />(133) Street, Minor Arterial - A street with signals at important <br />intersections and stop signs on the side streets, and which <br />collects and distributes traffic to and from collector streets. <br />See city's Function Classification System for Roadways con- <br />tained in the Comprehensive Plan. <br />(134) Structural Alteration - Any change in either the supporting <br />members of a building, such as bearing walls, columns, beams <br />and girders, or in the dimensions or configurations of the roof or <br />exterior walls. <br />(135) Structure - A combination of materials to form a construction <br />for use, occupancy, or ornamentation whether installed on, <br />above, or below the surface of land or water. <br />(136) Substantial Improvement - Any extension, repair, reconstruction, <br />or other improvement of a property, the cost of which equals or <br />exceeds fifty percent of the fair market value of a property <br />either before the improvement is started or if the property has <br />been damaged and is being restored, before the damage <br />occurred. <br />(137) Swimming Pool - A water -filled enclosure permanently con- <br />structed or portable having a depth of more than 18 inches, <br />designed, used and maintained for swimming. <br />15 <br />
