<br />5/29/2019 16 <br /> <br />ENVIRONMENTAL SERVICES DIVISION <br />Essential Functions and Tasks <br /> <br />Natural Resources/Forestry/Solid Waste staff performs numerous functions to ensure that the <br />city’s natural resources are preserved and enhanced as this community matures. Functions vary <br />from preventing storm water pollution and conserving the city’s water supply to recycling and <br />insect/disease control; all with the goal of promoting environmental sustainability. <br /> <br />The division is broken into four functional groups to more accurately describe the independent <br />activities undertaken. These include Natural Resources, Forestry, Solid Waste, and <br />Administration. <br /> <br />The division consists of one full time position of Environmental Coordinator. The <br />Environmental Coordinator is supported by a part time recycling intern and two summer <br />seasonal employees. <br /> <br /> <br />NATURAL RESOURCES MANAGEMENT <br /> CODE ENFORCEMENT (NR1) <br /> <br />Staff assists in the administration and enforcement of the city’s nuisance ordinance including <br />weeds and diseased trees. Activities include complaint response, site inspections, enforcement <br />notices, reinspections, ordering of work if not resolved, and billing procedures. <br /> <br />TASKS <br />NR1.1 Illicit Discharge (City Code § 405) <br /> Manage Surface Water Management rules for construction site pollution and <br />residential pollution (such as grass clippings in the road). Door hangers are printed <br />for illicit discharge. Manage more serious incidents, according to protocol, by <br />contacting the duty officer. <br />NR1.2 Weeds (City Code § 904) <br /> Respond to weed complaints immediately. Process is to be documented in <br />PermitWorks Enforcement module. Submit work order if correction is not made. <br />Coordinate with Public Works to correct, invoice property owner, and/or set property <br />assessment at the end of the year. <br />NR1.3 Construction Site Maintenance and Inspection (City Code § 1011) <br /> Erosion Control inspections for new construction are scheduled daily. During <br />building season, complete a run through inspection of all erosion controls weekly. <br /> <br />Ensure weekly and post rainfall inspections are being performed by the permit holder. <br />
