<br />5/29/2019 17 <br /> <br />Communicate with permit holder of deficiencies and follow time frames established <br />for correction. <br />NR1.4 Conservation Area Encroachment Inspections <br /> Annually inspect conservation easement boundaries. Respond to citizen complaints or <br />surveyed encroachments of conservation area. <br /> <br />PARK/OPEN SPACE MAINTENANCE AND INSPECTION (NR2) <br /> <br />Staff inspects, manages, and enforces over 170 acres of city owned conservation areas. Staff <br />coordinates with maintenance crews in the restoration of public wetlands, ponds and wetland <br />bank areas, involving a number of activities including site preparation, seeding chemical <br />controls, burning, mowing, buck thorn removal, and erosion control. Staff inspects sites for <br />compliance, public stormwater infrastructure, proposes maintenance recommendations, wetland <br />and drainage easement encroachments, monitors vegetation reestablishment, and inspects for <br />completeness. <br /> <br /> <br />TASKS <br />NR2.1 Native Vegetation – City Open Space and Conservation Areas <br /> General. Areas with native plantings require management. A management plan <br />should be prepared for all conservation areas. These are guidelines because much of <br />this is adaptive. Weather and site specific performance will dictate what can and <br />should be done. Natives generally need weed control one to two times a year. The <br />standard practice for these areas is to manage undesirable vegetation for the first 3 <br />years by mowing at appropriate times and using chemicals to kill undesirable plants. <br />Year 4 or 5 would include a burn, if possible. In most cases, it’s possible unless areas <br />come within 50 feet of a structure. <br /> <br />Inspect areas of the City that have native vegetation such as water treatment system <br />areas including raingardens, treatment ponds, park/open-space areas with established <br />vegetation, and a few school nature areas. Take corrective action when needed. <br />Schedule work to maintain the integrity of restored areas or manage the restoration of <br />new areas. <br /> <br />Prescription burns of native areas, where possible, should be done every 3 to 5 years. <br />Buckthorn removal is ongoing. <br /> <br />Coordinate maintenance with Parks Department. <br /> <br />Native plant areas that require ongoing management are included in Appendix B. <br />NR2.2 Foxborough and The Preserve Conservation Areas <br /> Open space within Foxborough and The Preserve residential areas require annual <br />maintenance. Review maintenance plans submitted for HOA Conservation areas <br />each year and make decisions with the HOA’s on appropriate actions. The work can <br />be done by the City and fees collected are based on fee schedule (Public Works <br />standard costs for equipment/operator deployment).
