There was discussion of the condition of certain streets. Mr. Zelinka <br />asked what should be done on 24th? Mr. Volk said it should be scarified, <br />stabalized and a 2" mat laid down. Mr. Zelinka asked why he had not <br />presented this to the Council. Mr. Volk said he had discussed this with <br />Mr. Jaworski and he had disagreed. <br />Mr. Jaworski explained that this is a border street and half of the <br />expenses should be paid by Hugo. Hugo has been contacted on this, but <br />they have no money in their budget for this street. Mr. Jaworski did <br />not feel that he could justify spending the amount of money that it <br />would cost to repair that street. <br />Mr. Marier felt that the question is not whether to resurface that <br />street, just what is necessary to keep it in proper repair.. <br />Mr. Jaworski had to leave. Mr. Johnson asked if he was satisfied with <br />Mr. Volk's work. Mr. Jaworski said he appreciated Mr. Marier's concern <br />over the conditions of the streets, Mr. Johnson asked if he felt that <br />Mr. Volk was negligent in his duties? Mr. Jaworski said as far as the <br />overall plan, Yes, but in the other areas, he had done the best with <br />what he had to work with. <br />The short/long range plan for the City streets was of prime concern <br />to the Council members. Mrs. Kelly asked if Mr. Volk could put one <br />together. Mayor Bohjanen said this is most improtant even if it is <br />not accepted. Mr. Volk said that a short range program could be done <br />but any long range program would he vague. <br />Mr. Marier felt that Mr. Volk hasn't taken the position of supervision <br />Mr. McLean said the the long/short range program was need. This is <br />necessary for budget consideration. Mr. Volk's supervisory talents <br />needed firming up due to the experience factor. He felt that this <br />matter should be tabled until the program is available. <br />Mr. Johnson asked Mr. Volk if he could handle this department if Mr. <br />Jaworski wasn't available and Mr. Volk said he felt that he could, <br />that is what he has been doing. When asked ir there was room for <br />improvement, Mr. Volk said, Yes. Mr. Kammer asked if this overall <br />progarm had been explained and discussed this thoroughly before? <br />Mr. Marier said it had been discussed but not this thoroughly. <br />Mr. Cartier made the comment that it seemed to him that the Council <br />wanted a manager. <br />Mr. Johnson asked if the -plan could be ready forthemeeting scheduled <br />for the 30th of June. Mr. Volk said, Yes. Mr. Johnson siad this plan <br />and the consideration of Mr. Volk's position are both several months <br />behind schedule. <br />Mr. Livingston moved to table this consideration for one month. Seconded <br />by Mr. Kammer. Motion carried. <br />Due to the resignation of one of the parttime patrolmen, Chief Myhre <br />had scheduled four applicants for interviews this evening. <br />Mr. Richard Ague was the first applicant. He has 2 years Law Enforcement <br />ar Lakewood Jr. College and is working with the New Brighton Police Dept. <br />approximately 30 hours per week. He wants to continue his education <br />
