CITY COUNCIL WORK SESSION <br />APPROVED <br />89 Council Member Rafferty remarked that the current situation is something of a "bone <br />90 yard" and he'd like to see improvement; City property should be a good example within <br />91 the area. There has to be some modernization but it should make business sense. <br />92 <br />93 The Mayor said he likes the creative financing ideas. Perhaps some numbers could be <br />94 brought forward with options attached. <br />95 4. Council Updates on Boards/Commissions - <br />96 <br />97 NorthMetro TV — Cindy Hanson is no longer a member of the board. <br />98 5. Monthly Progress Report —Administrator Karlson was not present. The <br />99 council will contact Mr. Karlson with any questions on the written report. <br />lo0 6. Review Regular Agenda — <br />101 <br />102 Item 3C — Pledge of Allegiance — Finance Director Cotton reviewed the resolution. The <br />103 council requested that language be added to the resolution to require that those present <br />104 "stand during the pledge if they are physically able". <br />105 Item 4A —Anoka County All Hazard Mitigation Plan Agreement -Director Swenson <br />106 remarked that this comes forward on a fairly routine basis. Jurisdictions are asked to <br />107 review the plan and he is recommending reaffirming the City's participation. <br />108 Item SA —Purchase of Jetter and Utilities Truck -The council expressed concern about <br />109 the ability to store this equipment indoors. Director DeGardner stated that the equipment <br />110 would definitively be stored inside. <br />111 <br />112 Council Member Rafferty said he'd like to be cautious and perhaps hold off on the <br />113 purchase. There may be more information to be had. <br />114 <br />115 Director DeGardner noted the summary sheet that had been provided to the council. One <br />116 of the biggest concerns that the fetter purchase would address would be the ability to deal <br />117 with emergencies in the City. Also the equipment would allow the City to clear sewer <br />118 lines on a regular basis, something that requires contracted services at this time. <br />119 <br />120 Council Member Stoesz asked if the use of a fetter is mainly exclusive to government <br />121 work. Director DeGardner said there are certainly private contractors using the <br />122 equipment. Council Member Stoesz asked about the possibility of a longer term contract <br />123 for the equipment. Mayor Reinert asked how many emergency situations the City has <br />124 experienced and Director DeGardner said they are infrequent, but added that wouldn't be <br />125 the only use as staff would also utilize the equipment for regular maintenance activities. <br />126 <br />127 Mayor Reinert suggested that to help the council understand the value, could staff put <br />128 together some figures that represent the value of purchasing the equipment.
