COUNCIL MINUTES March 25, 2019 <br />DRAFT <br />3 <br />Council Member Maher moved to approve Resolution No. 19-39 as presented. Council Member Stoesa 81 <br />seconded the motion. Motion carried on a voice vote. 82 <br />3D) Consider Appointment of Police Officer – Administrator Karlson reviewed the written 83 <br />recommendation to hire Mr. Kenny Sinna for the vacant police officer position. 84 <br />Council Member Manthey moved to approve the appointment of Kenny Sinna as recommended. 85 <br />Council Member Rafferty seconded the motion. Motion carried on a voice vote. 86 <br /> 87 <br />PUBLIC SAFETY DEPARTMENT REPORT 88 <br /> 89 <br />There was no report from the Public Safety Department. 90 <br /> 91 <br />PUBLIC SERVICES DEPARTMENT REPORT 92 <br />5A) Consider Resolution No. 19-35, Accepting Bids and Awarding Construction Contract for 93 <br />Civic Complex Roof Replacement Project – Utilities Supervisor Williams requested that the 94 <br />council approve the resolution. He reviewed the written report outlining staff’s recommendation to 95 <br />proceed with the low bidder. 96 <br />Council Member Manthey moved to approve Resolution No. 19-35 as presented. Council Member 97 <br />Rafferty seconded the motion. Motion carried on a voice vote. 98 <br />5B) Consider Resolution No. 19-36, Awarding Contracts for Arena Acres Park Project – 99 <br />Utilities Supervisor Williams requested that the Council approve the resolution. He reviewed the 100 <br />written report outlining staff’s recommendation to award a contract for the project (tennis courts and 101 <br />trail). Funding was reviewed (Parks and Trails Improvement Fund). 102 <br />Mayor Reinert spoke in favor of the project. A tennis court was removed and residents were not 103 <br />happy. This will provide a new tennis court as well as a trail. 104 <br />Council Member Stoesz asked if it would ever make sense for staff to build the trails. Mr. Williams 105 <br />suggested that trail development would decidedly take away from the other important work of the 106 <br />parks department. 107 <br />Mayor Reinert offered thanks to Council Member Rafferty for his work in knocking doors in the 108 <br />neighborhood to see how residents wanted to proceed. 109 <br />Council Member Rafferty moved to approve Resolution No. 19-36 as presented. Council Member 110 <br />Maher seconded the motion. Motion carried on a voice vote. 111 <br />5C) Consider Resolution No. 19-37, Authorizing Preparation of Plans and Specifications, 112 <br />Well No. 1 Rehabilitation Project – City Engineer Hankee requested that the council approve this 113 <br />resolution that would allow staff to proceed with preparation of plans and specifications for the well 114 <br />rehabilitation project. The plans would be prepared by WSB & Associates. When asked, Ms. 115 <br />Hankee said staff expects the project to remain within the budget of $225,000. 116
