COUNCIL MINUTES March 25, 2019 <br />DRAFT <br />4 <br />Council Member Rafferty moved to approve Resolution No. 19-39 as presented. Council Member 117 <br />Manthey seconded the motion. Motion carried on a voice vote. 118 <br /> 119 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 120 <br />6A) Consider Resolution No. 19-26, Approving Amendments to the Designated Municipal 121 <br />State Aid (MSA) Street System – City Engineer Hankee explained that staff is recommending that 122 <br />the council approve certain amendments to those streets in the city that are designated as MSA. With 123 <br />this action, the City would be maximizing the amount of roadway that can be designated as well as 124 <br />enhancing MSA revenue to the City. 125 <br />Council Member Stoesz clarified that although the City sees this as enhanced revenue, it originates 126 <br />from gas tax paid by gas consumers. 127 <br />Council Member Rafferty asked if this an annual review? Ms. Hankee said it has been done 128 <br />regularly. 129 <br />Mayor Reinert remarked that these funds have grown markedly during his tenure on the council. Also 130 <br />the amount of City funds that are designated for street work has grown. He noted the City’s 131 <br />Pavement Management Plan as the document that guides the replacement/rehabilitation of roads. 132 <br />Council Member Maher moved to approve Resolution No. 19-26 as presented. Council Member 133 <br />Rafferty seconded the motion. Motion carried on a voice vote. 134 <br />6B) Consider Resolution No. 19-28, Approving Amended Development Agreement, 135 <br />Northpointe 7th Addition– City Engineer Hankee reported that the amendment requested would 136 <br />provide for construction of a trail. This change requires amendment of the development agreement 137 <br />for the NorthPointe 7th Addition. 138 <br />Council Member Maher moved to approve Resolution No. 19-28 as presented. Council Member 139 <br />Manthey seconded the motion. Motion carried on a voice vote. 140 <br />6C) Consider Resolution No. 19-32, Adopting Local Water Plan– City Engineer Hankee 141 <br />explained that the resolution would provide for the council’s adoption of the Local Water Plan (City). 142 <br />The plan was approved by the council for distribution and has since been approved by the watershed 143 <br />district with minor adjustments. Staff is recommending adoption of the plan. She noted that the plan 144 <br />will have to be updated in the area of land use maps. 145 <br />Council Member Maher moved to approve Resolution No. 19-32 as presented. Council Member 146 <br />Manthey seconded the motion. Motion carried on a voice vote. 147 <br />6D) Consider Resolution No. 19-27, Approving Change Order No. 1, West Shadow Lake 148 <br />Area Improvement Project– City Engineer Hankee first updated the council on the project schedule. 149 <br />She then reported that the resolution would approve a change order, requested by the residents, that 150 <br />would extend curbing. The change will be funded through the closed bond fund for the project. 151 <br />Mayor Reinert said he’s been in the area and knows the current road conditions are challenging. He 152 <br />announced that the project (beginning with the removal of bituminous) will start next month and that 153 <br />will be an improvement. 154
