COUNCIL MINUTES May 13, 2019 <br />DRAFT <br />3 <br />Mayor Reinert noted that this is a creative solution to a difficult funding situation, required because 88 <br />school districts do not fund playground equipment and the responsibility has been left to parent 89 <br />teacher organizations. He is glad that the City was able to work with the school district and, with an 90 <br />offer to match by one half any funds they would put in, is able to see a project coming forward with 91 <br />school district funding that wouldn’t have happened otherwise. He is glad that the collaboration will 92 <br />get the job done. 93 <br /> 94 <br />Council Member Stoesz asked if the City will be allowed to name and claim the park as a City park. 95 <br />Public Services Director DeGardner said the playground will not be designated as a city park but will 96 <br />be included in the City Parks and Trails Plan. It will be owned and maintained by the Centennial 97 <br />School District. 98 <br /> 99 <br />Council Member Manthey noted that he originally did not support the funding as part of larger 100 <br />discussion about park dedication funds but this being just a resolution of the city, he will support it. 101 <br />Council Member Maher moved to approve Resolution No. 19-58 as presented (a new resolution was 102 <br />presented at the meeting). Council Member Rafferty seconded the motion. Motion carried on a 103 <br />voice vote. 104 <br />5B) Consider Resolution No. 19-59, Awarding Construction Contract for Pheasant Hills 105 <br />Circle – Public Services Director DeGardner reviewed his written staff report. He reviewed the bid 106 <br />received from the low bidder and the proposed schedule for the project. 107 <br />Council Member Rafferty moved to approve Resolution No. 19-59 as presented. Council Member 108 <br />Maher seconded the motion. Motion carried on a voice vote. 109 <br /> 110 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 111 <br /> 112 <br />6A) Consider Resolution No. 19-54, Authorizing Distribution of the Draft 2040 113 <br />Comprehensive Plan to Adjcent Jurisdictions for Review and Comment – Kendra Lindahl, 114 <br />Landform, reviewed a PowerPoint outlining information on the Draft 2040 Comprehensive Plan (the 115 <br />Plan): 116 <br />- Staff is requesting approval of the Plan for distribution; 117 <br />- Process coming to this point was reviewed (community engagement, website); 118 <br />- The zoning map and zoning ordinance are a part as well as the Plan being a tool for the City to 119 <br />use going forward; 120 <br />- Based on council direction, staff looked at the “mixed use” designation; 121 <br />- A public hearing on the Plan was held before the Planning and Zoning Board, with their 122 <br />approval following; 123 <br />- The Land Use chapter includes five new land use designations and lowering of densities; 124 <br />- Resident requests for land use changes (Holly Court and Noren & Lundren requests, Hawkins 125 <br />Trust, Blue Heron Enterprises, LLC, and Jeff and Mary Jo Joyner) were reviewed; 126 <br />- Housing Chapter; 127 <br />- Economic Development Chapter; 128 <br />- Transportation Chapter; 129 <br />- Local Surface Water Management Plan (new element); 130
