COUNCIL MINUTES <br />APPROVED <br />49 Consider Approval of Exempt Permit Scholarship <br />50 Raffle at St. Joseph Church Approved <br />51 <br />52 Consider approval of Resolution No. 19-139, Authorizing <br />53 Certification of Delinquent Water and Sewer Utility <br />54 Charges for Collection with 2019 Property Taxes Payable <br />55 In 2020 Approved <br />56 <br />57 FINANCE DEPARTMENT REPORT <br />58 <br />59 There was no report from the Finance Department. <br />60 <br />61 ADMINISTRATION DEPARTMENT REPORT <br />62 3A) Consider First Reading of Ordinance No. 0149, Enacting Small Wireless Facility <br />63 Standards — Administrator Karlson explained that the ordinance will prepare the City for transition <br />64 to the next generation of wireless service - 5G. The ordinance was drafted by Attorney Mike <br />65 Bradley who reported to the council in August on the contents of the ordinance. Mr. Karlson <br />66 reviewed the type and locations where facilities could appear. An ordinance is necessary because <br />67 wireless companies have federal and state rights for these facilities. He noted the changes that have <br />68 been recommended since the last council review; they were requested by Verizon and approved by <br />69 the City's legal counsel. <br />70 Council Member Maher moved to approve the first reading of Ordinance No. 01-19 as presented. <br />71 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />72 3B) Consider Appointment of Environmental Coordinator —Human Resources Manager <br />73 Karissa Bartholomew reviewed staff s recommendation that the council hire Andrew Nelson to fill <br />74 the soon to be vacated position of Environmental Coordinator. She reviewed Mr. Nelson's <br />75 education and experience. <br />76 Council Member Maher moved to approve the appointment of Andrew Nelson as recommended. <br />77 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />78 <br />79 Consider Appointment of Police Officer — Human Resources Manager Karissa Bartholomew <br />80 reviewed staff s recommendation that the council hire Matthew Carlson to fill a vacant police officer <br />81 position. She reviewed Mr. Carlson's education and experience. <br />82 Council Member Maher moved to approve the appointment of Matthew Carlson as recommended. <br />83 Council Member Rafferty seconded the motion. Motion carried on a voice vote. <br />84 <br />85 PUBLIC SAFETY DEPARTMENT REPORT <br />86 <br />87 A) Consider Sale of Fire Pagers — Public Safety Director Swenson reviewed his written report <br />88 requesting authorization to sell a total of 40 fire pagers to three fire departments in Minnesota. The <br />89 fire pagers were purchased in 2015 and Anoka has since provided new fire pagers to the City <br />90 making these pagers obsolete. The pagers were listed for sale and offers have been received in the <br />91 amount of $200 per unit. <br />92 <br />2 <br />
