COUNCIL MINUTES DRAFT 2 Consider Approval of Exempt Permit Scholarship 49 Raffle at St. Joseph Church Approved 50 51 Consider approval of Resolution No. 19-139, Authorizing 52 Certification of Delinquent Water and Sewer Utility 53 Charges for Collection with 2019 Property Taxes Payable 54 In 2020 Approved 55 56 FINANCE DEPARTMENT REPORT 57 58 There was no report from the Finance Department. 59 60 ADMINISTRATION DEPARTMENT REPORT 61 3A) Consider First Reading of Ordinance No. 01-19, Enacting Small Wireless Facility 62 Standards – Administrator Karlson explained that the ordinance will prepare the City for transition 63 to the next generation of wireless service - 5G. The ordinance was drafted by Attorney Mike 64 Bradley who reported to the council in August on the contents of the ordinance. Mr. Karlson 65 reviewed the type and locations where facilities could appear. An ordinance is necessary because 66 wireless companies have federal and state rights for these facilities. He noted the changes that have 67 been recommended since the last council review; they were requested by Verizon and approved by 68 the City’s legal counsel. 69 Council Member Maher moved to approve the first reading of Ordinance No. 01-19 as presented. 70 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 71 3B) Consider Appointment of Environmental Coordinator – Human Resources Manager 72 Karissa Bartholomew reviewed staff’s recommendation that the council hire Andrew Nelson to fill 73 the soon to be vacated position of Environmental Coordinator. She reviewed Mr. Nelson’s 74 education and experience. 75 Council Member Maher moved to approve the appointment of Andrew Nelson as recommended. 76 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 77 78 Consider Appointment of Police Officer – Human Resources Manager Karissa Bartholomew 79 reviewed staff’s recommendation that the council hire Matthew Carlson to fill a vacant police officer 80 position. She reviewed Mr. Carlson’s education and experience. 81 Council Member Maher moved to approve the appointment of Matthew Carlson as recommended. 82 Council Member Rafferty seconded the motion. Motion carried on a voice vote. 83 84 PUBLIC SAFETY DEPARTMENT REPORT 85 86 A) Consider Sale of Fire Pagers – Public Safety Director Swenson reviewed his written report 87 requesting authorization to sell a total of 40 fire pagers to three fire departments in Minnesota. The 88 fire pagers were purchased in 2015 and Anoka has since provided new fire pagers to the City 89 making these pagers obsolete. The pagers were listed for sale and offers have been received in the 90 amount of $200 per unit. 91 92
