The applicant requested a land use decision extension until November 29, 2019 to allow time for the City to work with MNDNR on some issues. ANALYSIS History The subject site was originally platted in 1982 as Lot, Block 1 Reshanau Shores. The residential subdivision was not served by municipal water or sanitary sewer. In June of 2017 the City Council approved the 2017-2021 Street Reconstruction plan which included authorization to reconstruct West Shadow Lake Drive, Sandpiper, and Shadow Court. With approval of the street project City staff began working with property owners to consider extension of municipal sanitary sewer and water services as part of the project. The extension of sanitary sewer service was pursued to eliminate use of 61 existing individual sewage treatment systems, most of which are non-conforming systems. To aid in this project the City was successful in receiving a water quality grant from the Rice Creek Watershed District. In 2018, the City commenced the West Shadow Lake Drive Street and Utility Improvement Project to reconstruct the street and install municipal water main and sanitary sewer. With the extension of public utilities, larger lots may be able to subdivide. In anticipation of such subdivision requests, in 2018, the City also rezoned several parcels, including the subject parcel, from R, Rural to R-1X, Single Family Executive Residential.
