43 <br />44 <br />COUNCIL MINUTES <br />APPROVED <br />E) Consider Approval of Resolution No. 20-10 Appointing <br />Election Judges for the Presidential Nomination Election Approved <br />45 F) Consider Approval of Excluded Bingo Event (Aquinas <br />46 Roman Catholic Home Education Services Approved <br />47 FINANCE DEPARTMENT REPORT <br />48 There was no report from the Finance Department. <br />49 ADMINISTRATION DEPARTMENT REPORT <br />5o A) Consider Appointment of Community Service Officer —Human Resources Manager <br />51 Bartholomew reviewed the written staff report recommending the appointment of Zachary Beddow to <br />52 the vacant Community Service Officer position. <br />53 Mayor Rafferty asked for background information on the CSO Position. Public Safety Director <br />54 Swenson explained that the CSO position is a non -sworn, twenty -hour per week position within the <br />55 department that is typically held by an individual who is educating or training to become a sworn <br />56 officer. The CSO program has proven to be a good feeder system for police officers for the City. <br />57 Council Member Stoesz moved to approve the appointment of Zachary Beddow as recommended. <br />58 Council Member Lyden seconded the motion. Motion carried on a voice vote <br />59 B) Consider Appointment of Administrative Assistant —Human Resources Manager <br />60 Bartholomew reviewed the written staff report that recommends the appointment of Janele Waterman <br />61 to the vacant Administrative Assistant position in the Community Development Department. <br />62 Council Member Lyden remarked at Ms. Waterman's education and experience and asked if the salary <br />63 offered is market for that type of background. Ms. Bartholomew concurred. <br />64 Council Member Stoesz moved to approve the appointment of Janele Waterman as recommended. <br />65 Council Member Ruhland seconded the motion. Motion carried on a voice vote. <br />66 PUBLIC SAFETY DEPARTMENT REPORT <br />67 There was no report from the Public Safety Department. <br />69 5A) Consider Approval of Resolution No. 2041, Order Project, Approve the Plans and <br />70 Specifications and Authorize Advertisement for Bids, Well House No. 1 Rehabilitation Project <br />71 — City Engineer Hankee reviewed her written report that outlines the councils previous authorization <br />72 of this project as well as the upgrades and repairs that would be performed to the well house. The <br />73 source of funding for the project is the Water Operating fund. The project schedule was also <br />74 reviewed. <br />75 Mayor Rafferty reviewed the need for the work and the general cost of a well house project. <br />76 Council Member Stoesz moved to approve Resolution No. 20-11 as presented. Council Member <br />77 Ruhland seconded the motion. Motion carried on a voice vote. <br />78 <br />2 <br />
