The JPA would become effective January 1, <br />90 2021. The annual cost of overhead for operating the JPA is estimated at an additional <br />91 $175,000, which represents a five percent increase for each member. <br />92 <br />93 Council requested that staff prepare alternative options for consideration, u1 addition to <br />94 the creation of a Joint Powers Entity for Metro -Net. <br />95 <br />96 6. Trunk Utility Fees - A concern was previously expressed by council that the fees <br />97 charged may be a deterrent to economic development. <br />98 <br />99 Community Development Director Michael Grochala reviewed a comparison of the City's <br />100 Trunk Utility fees with those charged by neighboring cities. Fees vary by community in <br />101 both amount and method. It should be noted that our fees are based on the estimated costs <br />102 of developing our trunk utility system. <br />103 <br />104 In 2016, the City Council initiated a Connection Fee Study to evaluate the current fee <br />105 structure and to minimize impacts to the end user, specifically when changing use. The fee <br />106 structure was modified 'unto two components, a trunk fee and an availability charge. The <br />107 trunk fee is collected at the tune of development. The study resulted in a total fee <br />108 reduction of $707 per unit. <br />109 <br />110 7. Ambulance Service PSA -Public SafetS� Director John Swenson provided an <br />114 update on ambulance services Lino Lakes. Staff continues to work on ensuring that <br />115 ambulance services in Luio Lakes are provided at a high level after the June 1, 2020 <br />116 ambulance service transition. <br />117 <br />118 The EMSRB continues to work on determining whether the change in ambulance services <br />119 in our Primary Service Area (PSA) will go through the change of ownership process as <br />120 outlined in MN 144E.11 or a change of name process as outlined in the same statute. <br />121 <br />122 The City of Lilo Lakes is covered by a '`PSA overlap". This means that when the PSA <br />123 neaps were cr°eated two ambulance providers (MHealth Fairview and Allina) own a PSA <br />124 that covers our community. This has occurred i1 other areas of the state and when there is <br />125 ambulance PSA overlap the local jurisdiction has the ability to choose between the <br />126 ambulance providers that own the PSAs covering their community. <br />127 <br />128 Staff hopes to have all of the information to make an informed recommendation to <br />129 Council this spring prior to the June 1, 2020 transition. <br />130 <br />131 9. Use of Force Simulator - Public Safety Director Swenson reviewed his staff <br />132 report regarding the purchase of a Use of Force Training Simulator. <br />
