COUNCIL MINUTES <br />APPROVED <br />78 Mr. Williams explained that the skylight is actually access to a turbine motor that powers the well and <br />79 it is functional. The windows and doors are all industrial grade needed for security purposes and <br />80 also made to blend the building into the neighborhood. Ms. Hankee noted that the painting element <br />81 gets into painting of pipes and other items beyond just the walls. <br />82 Mayor Rafferty asked how long the City could wait on the project and Is Williams suggested that he <br />83 would not recommend any staff going into the building while the well is producing water. Mayor <br />84 Rafferty noted the benefit to the neighborhood of upgrading this building as well as the importance of <br />85 keeping this facility up to date. He also asked if the metal doors will rust and Mr. Williams explained <br />86 that the doors will be powder coated. <br />87 Councilmember Cavegn asked if the building has been examined by a structural engineer and Ms. <br />88 Hankee explained how that process has occurred. <br />89 Marty (who lives across from well house) and Paula Smude, 6766 Black Duck Drive. The current <br />90 structure and grounds are an eyesore for their neighborhood. The neighbors do what they can with <br />91 the grounds. They will be happy to see improvement and something that looks more like the <br />92 neighborhood. <br />93 Councilmember Cavegn asked if there are plans to improve upkeep of the grounds and Mayor <br />94 Rafferty remarked that he anticipates that staff will ensure that the grounds are better kept. <br />95 Mayor Rafferty added that he'd like to see the overhand accentuated; it's very short in its current <br />96 state. <br />97 Councilmember Stoesz moved to approve Resolution No. 20-15 as presented. Councilmember <br />98 Ruhland seconded the motion. Motion carried on a voice vote. Councilmember Lyden recorded as <br />99 voting no. <br />loo COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />101 6A Nadeau Acres (this item was removed from the agenda at the March 2 work session) <br />102 6B) Consider Resolution No. 20-21, Approving Conditional Use Permit for Building within the <br />103 Floodplain at 7020 West Shadow Lake Drive —Kelsey Gelhar, WSB &Associates, reviewed a <br />104 PowerPoint presentation including information on the following: <br />105 - Land Use Application for Conditional Use Permit (details reviewed); <br />106 - History of parcel, including service of municipal utilities; <br />107 - Existing site conditions; <br />108 - Applicant's proposal, including map of site with proposed structure and draft house plans; <br />109 - Planning and Zoning Board input; <br />110 - Findings of Fact reviewed; <br />111 - Conditions included in resolution. <br />ll2 Councilmember Lyden suggested that the plans look very nice. The flood vent is unique and he wonders <br />113 how certain one can be that water under the home won't cause damage. Ms. Gelhar explained that the <br />114 materials used will be appropriate for the possibility of water and that will be checked by the building <br />115 inspector as construction occurs. <br />3 <br />
